Riau Police's 'Jalur' Programme Brings Joy to Panipahan Children

The Fast Patrol Boat (KPC IV-2007) Marhum Pekan docked in the coastal area of Syahbandar Panipahan Port, Pasir Limau Kapas District, Rokan Hilir Regency, on Friday afternoon (24/7/2026). It was not on a patrol mission, but rather the vessel, manned by personnel from the Riau Police’s Directorate of Water and Air Police (Ditpolairud), brought joy to the children of Panipahan. That afternoon, the Ditpolairud team, led by the Acting Sub-Director of Water and Air Patrol, AKBP Rahmat Hidayat, greeted children and residents in Panipahan. The children enthusiastically flocked to the floating library brought by the officers. On board the ‘Pustaka Apung’, the children eagerly read books provided by the personnel, and their happiness grew when they were gifted stationery supplies. Smiles also lit up the faces of mothers in Panipahan as officers distributed 50 packages of rice. Beyond that, the ‘Jalur’ boat also provided free healthcare services. In collaboration with health workers, the Ditpolairud team conducted health checks and distributed vitamins to residents. The activity is part of the ‘Jalur’ (Jelajah Riau untuk Rakyat) programme, initiated by Riau Police Chief Inspector General Herry Heryawan. This humanitarian programme is a tangible effort by the police to reach coastal communities. ‘Through this JALUR programme, we want to ensure that the police’s presence is not only about maintaining security in the waters, but also about bringing direct benefits to the economy, health, and education of coastal communities,’ said Commissioner Rahmat Hidayat. The Head of Panipahan Kota, Nurwati, warmly welcomed the initiative and expressed her highest appreciation to the Riau Police and Rohil Police for their attention to the residents of Panipahan. Separately, the Director of Water and Air Police of Riau Police, Commissioner Apri Fajar Hermanto, stated that the Jalur programme is one of Police Chief Herry Heryawan’s flagship initiatives, implemented across all cities and regencies in Riau Province. He said the programme is a concrete manifestation of the police’s concern for the welfare, health, and education of people living in coastal and aquatic areas. The entire activity proceeded in a warm, orderly, safe, and conducive atmosphere, concluding with a group photo session and friendly interaction between police personnel and local residents.
