Riau Police Support Energy Efficiency: Flexible Work Scheme Without Disrupting Public Services
The Riau Regional Police have begun implementing adjustments to the working patterns for all personnel through a Work From Home (WFH) and Work From Office (WFO) scheme every Wednesday. This policy follows directives from the National Police Chief, General Listyo Sigit Prabowo, in supporting the national policy on energy efficiency.
The Head of the Human Resources Bureau of Polda Riau, Senior Commissioner Boy Jeckson Situmorang, explained that in its implementation, the work composition is set with a proportion of two-thirds of personnel carrying out duties from home, while the remaining one-third continue to serve in the office.
“This scheme is designed to maintain a balance between operational efficiency and the continuity of police duties in the field,” explained Senior Commissioner Boy on Wednesday (22/4/2026).
He emphasised that the implementation of this work scheme is an adaptive step in addressing energy efficiency challenges, without sacrificing institutional performance.
“This is a strategic step to support energy savings, including fuel consumption. However, the most important thing is that public services remain the top priority. Therefore, personnel on office duty are focused on public service functions,” he stated.
No Disruption to Public Services
Boy stressed that the policy does not apply to work units directly involved in public services. His side ensures that service functions continue to operate normally to guarantee that the presence of the Indonesian National Police (Polri) is still felt by the public without any decline in service quality.
As an illustration, in a work unit with 90 personnel, 60 personnel will carry out WFH and 30 personnel will perform duties directly in the office.
“All work units are required to report this division as part of the internal control mechanism,” he said.
He added that the implementation of WFH in the Polda Riau environment is selective and does not affect field operational functions.
“The Work From Home system implemented by Polda Riau only targets staff and administrative functions in the office environment, thus not reducing the personnel strength in the field at all,” he explained.
Operational activities such as patrols, guarding, SPKT services, traffic management, and rapid response 110 continue to run 24 hours as usual. He assured that operational officers continue to carry out their work as normal in the midst of society.
“This policy is actually to ensure that internal services are more efficient, while the guarantee of public security and order remains the top priority that is never neglected,” he continued.
Internal Supervision
He also emphasised that all work unit leaders have full responsibility for supervising the performance of personnel, whether working from home or from the office.
This supervision is carried out in a tiered and integrated manner, referring to the National Police Chief’s Regulation Number 2 of 2022 on personnel supervision and control.
“We emphasise the importance of optimal control and supervision from every leader. Work pattern flexibility must not reduce discipline and performance quality,” he asserted.
