Riau Police Department Holds Coordination Meeting for 2026 Eid Exodus Operation

Riau Police Department held a cross-sectoral coordination meeting (rakor) in preparation for Operation Ketupat Lancang Kuning 2026. This step was taken to align perceptions and strengthen inter-agency collaboration to ensure security and smooth flow during the 2026 Eid exodus.

The meeting was held at Aula Tribrata Mapolda Riau on Monday 9 March 2026, chaired directly by Riau Police Chief Irjen Herry Heryawan and attended by senior officials (PJU) and all district police chiefs (kapolres) across Riau Police and all relevant stakeholders in Riau Province.

In his remarks, Police Chief Irjen Herry Heryawan highlighted the volatile global geopolitical situation, ranging from Middle East conflicts to the Russia-Ukraine war, which has impacted Indonesia’s economic stability, including rising energy prices.

“In this uncertain global situation, we must stand united and work together. Operation Ketupat is not merely routine, but a service to the public that we must strengthen through collaboration,” said Irjen Herry.

The Police Chief conveyed that this global geopolitical situation has impacted Indonesia’s economy. Therefore, the Police Chief instructed the Food Task Force to continue monitoring the distribution of basic necessities to prevent panic buying and hoarding ahead of the holiday.

“The uncertain global situation impacts economics here; the most felt impact is the economic impact, including this panic buying which usually occurs around major holidays because supplies are limited,” he said.

On this occasion, the Police Chief also emphasised that all sectors strengthen communication and coordination and work together in realising President Prabowo Subianto’s programmes, whilst also ensuring security and smooth flow during the Eid exodus period.

“Therefore, one of our priorities is to align government programmes with the President. These are programmes, but within them there are collaborations and mutual cooperation established in the TNI, there is strengthening of red and white cooperatives in the National Police and bridge construction, free nutritious meals—all of these are means,” he explained.

“How we can prioritise these means so that we can carry out cooperative collaboration and make these processes more meaningful, including today we have the means to provide services to the public in relation to Eid in 2026,” he added.

Infrastructure Readiness

In the meeting, the Riau Provincial Public Works and Spatial Planning Department (PUPR) reported that the condition of provincial roads currently reaches 66.5% of the total length of 2,897.4 km. UPT units in six regions have been placed on standby with heavy equipment to anticipate road damage on exodus routes.

Meanwhile, the Transportation Department (Dishub) predicts the exodus flow will be divided into two phases, with the first peak on 17-18 March 2026. Private vehicle use is predicted to still dominate at 65%. To ensure smooth flow, restrictions on the operation of freight vehicles with three or more axles will be implemented from 13 to 29 March 2026.

Meanwhile, the Regional Disaster Management Agency (BPBD) and the Meteorological, Climatological and Geophysical Agency (BMKG) warned of potential forest and land fires (Karhutla) as Riau enters the dry season earlier. Smoke haze from land fires at vulnerable points such as Pelalawan and Bengkalis has become a serious concern as it can impair visibility on exodus routes.

On the energy side, PT Pertamina has ensured fuel and LPG stocks are secure by setting an alert period from 9 March to 1 April 2026. Pertamina predicts Pertalite consumption will increase by 9.01% and diesel by 8%. The Riau Provincial Trade and Industry Agency (Disperindag) together with Bulog continues to monitor inflation standing at 5.30%. Stabilisation measures are being carried out through cheap market operations and monitoring the distribution of Minyakita (cooking oil) totalling 400 tonnes to maintain price affordability for the public.
