Riau Police Chief Opens Pre-Operation Exercise Ketupat: Serving the Community with Courtesy
Riau Regional Police (Polda) held a Pre-Operation Exercise (Latihan Pra Operasi) for Operation Lancang Kuning 2026. The activity was conducted to ensure personnel readiness for Operation Lancang Kuning ahead of celebrations marking the Islamic New Year 1447 H/2026 M.
The exercise was led directly by Riau Police Chief Inspector General Herry Heryawan at the Tri Brata Auditorium of Riau Regional Police Headquarters on Tuesday, 10 March 2026. The humanitarian operation is scheduled to run for 13 days, from 13–25 March 2026, with primary focus on securing the exodus of travellers during the holiday period and maintaining public order and security amid global dynamics.
In his address, the Riau Police Chief emphasised the importance of monitoring the global geopolitical situation, particularly conflicts in the Middle East that have impacted energy distribution routes. The Police Chief highlighted the phenomenon of long queues at several petrol stations and shortages of Biosolar, Pertalite, and Pertamax fuel types being experienced by the public.
“Riau is a major oil-producing region with vital national assets such as the Rokan Block and distribution in Dumai. We must be able to anticipate this situation through intensive security and monitoring to prevent panic buying,” said Inspector General Herry.
The Police Chief instructed district police chiefs to devise queuing systems to prevent panic buying. He also commended the Siak District Police Chief and Rokan Hilir District Police Chief for moving swiftly to enforce regulations and conduct public outreach regarding fuel distribution in their respective areas.
“I request all units to develop a quick response system. If long queues or certain situations occur, there must be certainty regarding how long it takes officers to respond and arrive at the location,” he added.
During the exercise opening, the Police Chief conveyed six instructional points to all participants. First, personnel were asked to prepare themselves physically and mentally for the operation’s execution.
“Second, continue to strengthen synergy to build robust collaboration with regional government, the military, and relevant agencies, particularly Pertamina Patra Niaga,” he said.
He also instructed units to directly monitor petrol stations, oil companies, and distribution routes to ensure no speculation or hoarding occurs that could impact security stability.
“Prioritise professionalism and act proportionally and systematically. Prioritise a humanitarian approach in providing friendly service to the community,” he said.
He also emphasised the importance of heightened vigilance to anticipate potential terrorist threats. The Police Chief instructed units to strengthen security measures at police headquarters.
“Our duty is not merely security, but also service. We ensure the community can observe Ramadan and celebrate Eid safely, smoothly, and peacefully,” he concluded.
