Riau Police Chief Emphasises Comprehensive Evaluation of Drug Handling in Panipahan
Riau Police Chief Irjen Herry Heryawan has emphasised the need for a comprehensive evaluation in handling drugs in Panipahan, Pasir Limau Kapas Subdistrict, Rokan Hilir Regency, following recent dynamics in the area.
This statement was made when the Police Chief directly met with the community in an open dialogue forum on Thursday (16/4/2026). The activity was conducted as part of efforts to ease tensions while rebuilding public trust in law enforcement apparatus.
In the meeting, Herry also conveyed an apology to the community over the incident that occurred. “Personally and as Riau Police Chief, I extend my deepest apologies to the entire Panipahan community. We also express our profound concern,” Herry stated.
He acknowledged that the incident reflects public dissatisfaction with the handling of drug issues in the area, which serves as material for police evaluation. “We realise there are still shortcomings in field operations. This becomes an evaluation for us to improve,” he said.
According to Herry, one of the main issues is the suboptimal communication between apparatus and the community. Therefore, he encouraged the establishment of more open and participatory communication mechanisms.
As a corrective step, Polda Riau has evaluated personnel in the area, including official rotations and placement of new members who have undergone examination processes. “We have made improvements. Personnel on duty must be clean and professional. This is a non-negotiable commitment,” he said.
Additionally, personnel checks have been conducted, including urine tests as part of efforts to maintain the integrity of field apparatus.
In drug handling, the Police Chief emphasised the importance of an approach that not only focuses on enforcement but also considers social and economic aspects of the community.
According to him, strengthening the community’s economy can be one way to suppress drug circulation. “When the community’s economy moves, the space for drugs will become narrower,” he said.
During the visit, apparatus also provided assistance in the form of ketinting machines to fishermen, as well as conducting socialisation on the dangers of drugs to the community and students.
The Police Chief also reminded the community to express aspirations in an orderly manner and not resort to anarchic methods. “If there are issues, do not resolve them by destroying or anarchic actions. Prioritise deliberation and dialogue,” he said.
He also invited religious figures, customary leaders, and all community elements to jointly maintain the area’s conduciveness. “We want to rebuild trust and cooperation with the community to create a safe environment free from drugs,” Herry stated.
