Riau Police conducted a rollcall for the Operation Ketupat Lancang Kuning 2026 security operation ahead of the official beginning of security measures for Eid al-Fitr 1447 Hijri/2026. The rollcall was led by Riau Police Chief Inspector General Herry Heryawan and Commander of Military Area XIX/Tuanku Tambusai Major General Agus Hadi Waluyo.

The rollcall took place at the Riau Governor’s Office on Jalan Jenderal Sudirman in Pekanbaru city on Thursday, 12 March 2026. The event was attended by Riau Provincial Secretary Syahrial Abdi, Military District Commander 031/Wira Bima Brigadier General Agustatius Sitepu, Roesmin Nurjadin Air Base Commander Air Marshal Abdul Haris, Riau High Prosecutor Sutikno, and members of the Regional Command Forum (Forkopimda).

The gathering also included Riau Deputy Police Chief Brigadier General Hengki Haryadi, senior officials from Riau Police, hundreds of police personnel, civil police units, transportation, disaster management and fire services, traditional leaders and local residents.

The Riau Police Chief stated that the rollcall demonstrated the readiness of personnel, facilities and infrastructure, and reflected commitment and cross-sectoral coordination in implementing Operation Ketupat Lancang Kuning 2026. The objective is to ensure safe, comfortable, orderly and smooth Eid travel.

In his address, the Police Chief reiterated the mandate of Police Commander General Listyo Sigit Prabowo, including remarks on the evolving global geopolitical situation. Conflicts between Israel and Palestine, as well as between the United States-Israel and Iran, have implications for volatile global oil prices, affecting global economic stability.

“If this situation does not improve, it has the potential to weaken the rupiah exchange rate, trigger price increases for various commodities that can reduce public purchasing power, increase inflation, and tighten fiscal policy that could disrupt national economic stability,” said Inspector General Herry Heryawan on Thursday, 12 March 2026.

In response to these dynamics, the government continues to pursue diplomatic measures based on an independent and active foreign policy and non-aligned principles to mitigate the impacts of global escalation while promoting world peace.

In his mandate, the Police Chief explained that Eid celebrations constitute a national agenda with potential for significant money circulation and positive economic impact for the region. However, he cautioned that this depends heavily on the smooth and secure conduct of all celebration activities.

“Based on a survey by the Indonesian Ministry of Transportation, the potential movement of people during the 2026 Eid holiday reaches 143.9 million people, or a decrease of 1.75 per cent—2.5 million people compared to 2025, which reached 146.4 million people. Nevertheless, we must remain prepared for any increase in actual movement figures,” he explained.

“Furthermore, government policy stimulus is providing comfort and convenience for the public to undertake holiday travel, including toll fare and public transport ticket discounts, as well as work-from-anywhere policy,” he added.

To support Operation Ketupat, the government has issued a Joint Circular (SKB) regarding road traffic management and crossings during the holiday travel and return periods for Eid 2026/1447 Hijri. The circular regulates restrictions on freight transport operations, implementation of one-way systems, contra-flow, and odd-even schemes, postponement of construction projects, management of maritime crossings, and temporary reallocation of vehicle weighing stations as rest areas for road users.

“For this reason, I hope that all personnel will follow and socialise the implementation of this SKB so that it can be understood and executed properly. Furthermore, to maintain smooth crossing routes, a delaying system, buffer zones, and a first-come-first-served system will be implemented,” he concluded.
