RI Government bolsters students' skills via 'SMK 3+1 Employability' programme

Director General of Secondary and Special Education Tatang Muttaqin said on Wednesday the program aims to produce vocational high school graduates capable of competing in the global labor market.

“The SMK 3+1 Program is part of efforts to strengthen vocational education and prepare adaptive, globally competitive human resources,” Muttaqin said during an online event broadcast on YouTube.

He said the program is regulated under Ministerial Decree No. 64 of 2026 on the Overseas Employability Class Program for vocational high schools.

Under the scheme, students will complete three years of regular schooling followed by one year focused on improving job readiness and overseas employability skills.

During the additional year, students will study foreign languages, workplace culture, laws in destination countries, character development, and training related to migrant worker protection.

“Working abroad is not only about employment, but also about living independently, maintaining dignity, and representing the nation well,” Muttaqin said.

He said the program is designed to ensure vocational graduates are viewed not merely as domestic job seekers but as skilled global talents able to compete professionally.

The ministry also expects the initiative to strengthen confidence in graduates from vocational schools and training institutions, known locally as LKP.

Muttaqin said the government aims to improve the quality and competitiveness of Indonesia’s vocational education system through stronger links with international labor market demands.
