RI-GIZ Collaboration Strengthens Data Foundation Towards a Low-Carbon Indonesia

The Ministry of National Development Planning (PPN)/Bappenas is collaborating with GIZ Indonesia and ASEAN to strengthen the utilisation of the Application for Planning, Monitoring, and Evaluation of Low-Carbon and Climate-Resilient Development Actions (AKSARA) as a strategic data foundation to accelerate the green economy transition. Karin Allgoewer, Commission Manager of the Climate and Biodiversity Hub Indonesia at GIZ Indonesia & ASEAN, stated that through AKSARA, the Indonesian Government is promoting the availability of more accurate and integrated emission reduction data, which can serve as a basis for formulating sustainable development policies. She added that besides strengthening the emission calculation methodology according to international standards, the cooperation focuses on enhancing the capacity of regional governments to implement reporting systems that support green financing. “The GIZ partnership fully supports strengthening institutional capacity towards greener and more sustainable development. The AKSARA application has a strategic role in transforming administrative records of emission reduction actions into a valid database to strengthen economic and climate competitiveness. This regional capacity building is crucial for realising targeted green financing,” said Karin. She explained that in this collaboration, GIZ assists in strengthening the formulation of an accurate and internationally standardised Greenhouse Gas emission calculation methodology, integrating monitoring systems, enhancing regional capacity, and transitioning towards a more transparent emission reduction reporting system in line with the Paris Agreement commitments and the Enhanced Transparency Framework standards. In line with the mandate of the 2025–2045 National Long-Term Development Plan (RPJPN), greenhouse gas emission reduction indicators and the Green Economy Index are now important parts of the national economic transformation. Therefore, she said, the government requires a reporting system capable of producing credible data down to the regional level. Optimising this application became a focus of the 2026 National Workshop on Low-Carbon Development Action Reporting, which was attended by representatives from Regional Development Planning Agencies (Bappeda) and Environmental Agencies from all 38 provinces. AKSARA enables regional governments to map, monitor, and evaluate various emission reduction actions periodically. The application is also integrated with the Climate Budget Tagging feature through the CONNECT platform developed jointly with the Ministry of Finance, allowing regional climate spending to be monitored more transparently and accountably. With a transparent and measurable reporting system, Indonesia is expected to increase investor confidence in low-carbon development projects. The results of the workshop also confirmed that the quality of data from regional governments will determine the effectiveness of green fiscal policies and sustainable investment. The presence of AKSARA is expected to become a foundation for data-driven green economic policymaking while accelerating the achievement of low-carbon development targets in Indonesia.
