RI, China sign legal agreement

JAKARTA (JP): The governments of Indonesia and the People's
Republic of China have agreed to exchange experiences and
information for the development of the legal systems in both
countries.

Attorney General Singgih and Beijing law official Zhang Siqing
yesterday signed a memorandum of understanding for the
cooperation as an effort to resolve legal matters between the two
countries.

Under the agreement, senior government officers of the two
prosecuting institutions represented at the signing could visit
one another for a short study stint or take part in law courses
and training.

The agreement also rules exchanges of materials and
information for law enforcement, for cooperation in research and
development, as well as cooperation in legal aid services.

Acting spokesman for the Attorney General's Office Chairul
Imam said the signing of the memorandum will facilitate the
litigation processes for criminal cases involving the two
countries.

He said he will soon leave for China to a investigate possible
connection between businessman Eddy Tansil, the man at the center
of the Bapindo bank scandal, and Sinopec, a China-based machinery
supplier for his petrochemical projects in Cilegon, West Java.

Relations

The diplomatic relations between Indonesia and China were
resumed in 1990 after being frozen in 1967, two years after an
abortive communist coup attempt in Indonesia.

China was accused of being behind the bid but denied any
involvement.

The historic resumption of diplomatic ties between the two
countries was marked with the signing of a memorandum of
understanding by Indonesian Minister of Foreign Affairs Ali
Alatas and his Chinese counterpart Qian Qichen here in October
1990.

The memorandum says neither the government of China nor that
of Indonesia recognizes dual nationality for their nationals.
People of Chinese origin residing in Indonesia, who have been
naturalized as Indonesian nationals, or who have acquired
Indonesian nationality, therefore, no longer possess Chinese
nationality.

Similarly, those people of Indonesian origin residing in
China, who have been naturalized as Chinese nationals, or who
have acquired Chinese nationality, no longer possess Indonesian
nationality.

The Chinese official is scheduled to leave Indonesia next
Wednesday. (imn)
