Revision of the Hajj Financial Management Law, BPKH to Expand Investment in Saudi Arabia
REPUBLIKA.CO.ID, JAKARTA — The revision of the Hajj Financial Management Law opens up new opportunities for the Hajj Financial Management Agency (BPKH) to expand its global investment strategy. This momentum will be used to strengthen the role of its subsidiary as a direct investment vehicle in Saudi Arabia.
This step focuses on developing BPKH’s subsidiary in Saudi Arabia through the integration of national investments with Danantara and a group of state-owned enterprises, as well as collaboration with the Saudi Ministry of Hajj and Umrah. This strategy is expected to increase the value of the Hajj fund while strengthening Indonesia’s position in the global Hajj ecosystem.
The Head of the BPKH Implementing Agency, Fadlul Imansyah, said that synergy with Danantara is key to building an integrated national investment powerhouse.
“Through synergy with Danantara, we want to build an integrated national investment orchestra,” said Fadlul, Thursday (26/2/2026).
Fadlul explained that BPKH’s subsidiary in Saudi Arabia is being prepared as a collaboration platform for state-owned enterprises and the national private sector. The presence of this entity is expected to facilitate the entry of Indonesian companies into the Hajj and Umrah service industry in a more competitive manner.
A member of the BPKH Implementing Agency for Direct Investment, M Arief Mufraini, said that a collaborative approach will strengthen Indonesia’s bargaining position in the global Hajj industry. The joint investment scheme is also considered to open up opportunities for more measurable investment management.
“With the right investment structure, we can ensure strategic control, disciplined risk management, and the creation of long-term value. This also opens up opportunities for the participation of competent national private sector companies,” said Arief.
