Revision of Priority Prolegnas 2026, DPR RI's Baleg Agrees on Five Additional Bills

Indonesia’s House of Representatives (DPR RI), through its Legislation Body (Baleg), has agreed to revise the 2026 Priority National Legislation Program (Prolegnas) by adding five new bills. This agreement was reached during an evaluation meeting with the government and the Regional Representative Council of the Republic of Indonesia (DPD RI) on Wednesday, 15 April 2026.

“Based on our discussions with government ministries and the DPD RI’s PPU, Baleg has accepted additional proposals, including one bill on housing and settlement areas,” said the Chairman of Baleg DPR RI, Bob Hasan.

The Housing and Settlement Areas Bill, previously a government initiative proposal, has now been changed to a DPR initiative proposal and included in the 2026 Priority Prolegnas list. With this change, there are four new bills with DPR initiative status: the Broadcasting Bill; the Curator Profession Bill; the Bill on Amendments to Law No. 32 of 2009 on Environmental Protection and Management; and the Housing and Settlement Areas Bill.

Baleg also agreed to include one government-proposed bill in the priorities, namely the Auctions Bill. In the process, there was a nomenclature change from the previous “Asset Auctions” to “Auctions”. “Without ‘asset’, just ‘auctions’ is sufficient,” said Bob Hasan.

The meeting also agreed on nomenclature and status changes for several other bills. The Customary Law Community Bill was changed to the Indigenous Peoples Bill, as an effort to simplify terms and adjust to current regulatory needs.

Meanwhile, the Narcotics and Psychotropics Bill, originally a government initiative proposal, has now been transferred to a DPR initiative proposal in the second amendment to the 2026 Priority Prolegnas. Bob Hasan added that all agreement outcomes will be brought to the DPR’s plenary session for official approval.

Overall, the revision of the 2026 Priority Prolegnas reflects the DPR’s efforts together with the government in responding to increasingly complex national legal needs, from the environmental sector, broadcasting, to housing and asset governance. Prolegnas is an instrument for planning the formation of laws that is prepared in a planned, integrated, and systematic manner as mandated by Law No. 12 of 2011 on the Formation of Legislation. With these additions, the DPR is expected to accelerate the completion of strategic regulations that directly impact society and promote legal certainty in various sectors.
