Finance Minister Purbaya Yudhi Sadewa has revealed that the issuance of the revision to the Natural Resources Export Proceeds regulation remains delayed. The postponement is due to the government refining the policy draft. Several requests for exemptions have been received and approved by President Prabowo Subianto. “There is a minor revision because some parties requested exemptions, and the president agreed as it aligns with our intention to implement DHE,” Purbaya stated when met at the Ministry of Finance on Tuesday (7/4/2026). Purbaya explained that the DHE policy aims to retain foreign exchange liquidity domestically, particularly from the natural resources sector. “DHE is essentially intended to hold domestic funds that utilise domestic resources but whose profits are used abroad,” he said. The government is currently revising Government Regulation Number 8 of 2025 on Natural Resources Export Proceeds. This step is directed towards strengthening foreign exchange reserves and maintaining rupiah exchange rate stability. The foreign exchange conversion limit from export proceeds to rupiah is also being changed. The conversion portion is reduced from the previous 100% to a maximum of 50%. This policy is aimed at preserving foreign currency liquidity in the country. Exporters are still given room to manage their export earnings funds.
