The Indonesian government has established several requirements for fulfilling human resources (HR) that can be recruited as drivers of President Prabowo Subianto’s Quick Best Results Programmes (PHTC). Minister for State Apparatus Utilisation and Bureaucratic Reform (PANRB) Rini Widyantini stated that the recruited HR consists of the best talents who possess mental resilience and strong ideology, as well as receiving relevant training and preparation for the needs of managing the operational aspects of national priority programmes. “Our emphasis is not only on fulfilling numbers, but ensuring the right scheme so that the prepared HR is capable of driving the operational aspects of national priority programmes effectively in the field,” said Rini in a press release from the Ministerial Level Meeting on Follow-up Support for HR Preparation to Support PHTC at the Ministry of PANRB Office, Jakarta, Thursday (9/4/2026). Currently, the focus on optimising HR to support the President’s PHTC is divided into several main clusters, namely the Red and White Village/Urban Ward Cooperatives (KDKMP), Red and White Fishermen’s Villages (KNMP), education, and health. Ministries/institutions responsible for each of these clusters need to follow up on HR projections. Rini reminded all involved stakeholders that the key to obtaining quality HR starts from a transparent, objective, and accountable procurement process. “Through a transparent HR procurement process and solid cross-sector collaboration, it is hoped that all national priority programmes can run effectively and provide real impacts for society,” she emphasised. On that occasion, Rini also stressed that HR fulfilment should not be viewed merely as an administrative process, but as a strategic effort to ensure the availability of competent and integrity-filled HR. The success and sustainability of the President’s PHTC also require a collaborative approach and network governance to ensure all elements of government move in the same direction, interconnected, and not operating independently. She emphasised the importance of integrated collaboration oriented towards shared outcomes. According to Rini, President Prabowo Subianto always emphasises that various government PHTC must provide broad, real, and sustainable impacts for society. Therefore, collaborative work between ministries, institutions, and regional governments is needed to support various national priority programmes.
