Revealed: The Owner of Illegal Alcohol in Luxury Residences within Cibinong Prison
The Ministry of Immigration and Correctional Services (Kemenimipas) has revealed the chronology regarding the presence of several luxury houses within the Cibinong Prison environment. Kemenimipas has also identified the owners of the illegal alcohol found within these luxury residences.
Inspector General of Kemenimipas, Commissioner General Rudi Setiawan, stated that there are eight black-fenced houses categorised as luxury homes within the Cibinong Prison complex. This finding is part of an inspection of buildings located within the prison’s perimeter.
“From the Ombudsman’s findings, there are eight black-fenced houses that are described or categorised as luxury homes,” said Rudi on Monday (5/10/2026).
Kemenimipas inspectors subsequently conducted a document review of buildings located outside the main prison area but still within the prison grounds. From this inspection, 21 buildings were identified.
Based on this count, eight buildings are recorded in the State Property Management (BMN) system. These recorded buildings include the prison warden’s house, the Head of Security Sub-section’s house, the Head of Registration Sub-section’s house, an assimilation guest house used by inmates, three containers, and one other building.
Meanwhile, the remaining 13 buildings are not recorded in the BMN system. The eight black-fenced luxury houses mentioned are among these unregistered buildings. Investigations show that these buildings have been standing since 2023.
“Those buildings were erected in 2023. They were built through the self-funding efforts of inmates and were intended for use as staff housing,” Rudi added.
