Jakarta, CNBC Indonesia - Social Affairs Minister Saifullah Yusuf, or Gus Ipul, has explained and reaffirmed that the procurement process for students’ shoes for the People’s School is under strict supervision both externally and internally. The entire procurement process is under internal and external supervision, including the Inspectorate General, LKPP, BPKP, as well as law enforcement apparatus. He also stated openness to supervision by the Corruption Eradication Commission (KPK). “We are open to coordinating with the KPK, the Prosecutor’s Office, and the Police,” said Gus Ipul, during a press conference, quoted on Thursday (7/5/2026). Gus Ipul explained that the entire procurement process cannot be intervened by any party. “This process cannot be intervened by anyone, including by us ourselves,” he stated. The procurement stages begin with the determination of the budget ceiling of Rp700,000 per unit as the maximum limit for the needs of People’s School students’ shoes. This determination was prepared through planning considering the number of students, volume of needs, distribution locations, standard prices, as well as benchmarking to Taruna Nusantara and SMA CT Arsa, and price checks through the e-catalogue. The next stage is the preparation of the Estimated Own Price (HPS) of Rp647,000, which was set based on market surveys through e-catalogue, e-commerce, retail markets, as well as expert opinions. After that, provider selection is carried out through competitive mechanisms such as e-purchasing and tender, with stages of administrative evaluation, technical, price, qualifications, up to clarification and negotiation. From that process, the auction result price for bot shoes was obtained at Rp576,577 per unit. In detail, he explained that the procurement realisation shows all types of shoes are below the budget ceiling, thus resulting in efficiency. Student PDL shoes were realised at Rp640,000 from the Rp700,000 ceiling, PDH for junior and senior high school at Rp610,000, and PDH for elementary school at Rp590,000. For the daily shoe category, elementary school was realised at Rp250,000 from the Rp500,000 ceiling, while junior and senior high school at Rp300,000 from Rp500,000. Students’ and teachers’ sports shoes were each Rp447,000 from Rp500,000, and teachers’ PDH shoes Rp625,000 from Rp700,000. “In line with the President’s directive that there should be no more deviant practices or ‘tampering’ with the budget. If there is a violation, we will be the first party to report it. This process is to ensure that the procurement of goods and services runs cleanly,” he concluded.
