The Indonesian National Police Traffic Corps has started normalising routes after implementing the national one-way system for the 2026 Lebaran return flow. Kakorlantas Polri Inspector General Agus Suryonugroho stated that this decision was made after traffic counting data indicated a decrease in vehicle volume from the Trans Java direction towards Jakarta, with conditions monitored as smooth and controlled.

Inspector General Agus, as the Head of the Joint Task Force for Operation Ketupat 2026, has reported this normalisation stage to the National Police Chief, General Listyo Sigit Prabowo. With the Police Chief’s permission, the Traffic Corps is carrying out the normalisation in two main stages covering the areas from Central Java to West Java.

“Based on the results of analysis and evaluation as well as traffic counting monitoring, the return traffic flow has experienced a decline. With the permission of the Police Chief, we are carrying out normalisation in two stages, so that arterial routes can also run smoothly without congestion queues,” said Inspector General Agus on Wednesday (25/3/2026).

The process of returning traffic to normal two-way flow is divided into two phases:

Phase I (Central Java Area):

Normalisation was carried out on Wednesday afternoon starting at 12:00 WIB. The normalised routes include the toll section from Km 414 Kalikangkung to Km 263 Brebes Barat. Before opening the flow, officers conducted route sterilisation, especially at rest areas and entry gates for Lane A (towards Java).

Phase II (West Java Area):

This afternoon, starting at 15:30 WIB, officers are carrying out route sterilisation for Phase II normalisation. This phase covers the toll section from Km 263 Brebes Barat to Km 70 Cikatama, West Java.

“The implementation of route normalisation in Phase II is scheduled to be effective starting at 16:30 WIB this afternoon,” explained Inspector General Agus.

Data-Based Decision

Inspector General Agus said that the decision to end the national one-way system was taken after intensive monitoring from 06:00 to 09:00 WIB this morning. Digital monitoring results show smooth flow from Cikatama to Kalikangkung Semarang.

Although the routes are starting to be normalised, the Traffic Corps Chief emphasised that all personnel remain on standby at potential trouble spots and black spots to ensure driver safety.

“This normalisation step is expected to balance vehicle flows, both towards Jakarta and towards Java, so that public mobility on toll and arterial routes remains optimal. This aligns with the spirit of Operation Ketupat 2026, namely Safe Homecoming, Happy Family,” said Inspector General Agus.

Operation Ketupat 2026 itself is scheduled to end on Thursday (26/3) at 00:00 WIB, but security does not stop. Inspector General Agus assured that all Police ranks will continue with enhanced routine activities (KRYD) until 29-30 March to anticipate the peak of the subsequent return flow.

“We remain in the field to escort the next return flow predicted to occur on 28 and 29 March,” he concluded.
