Retendering of Blok M Parking Vendor Demanded to be Open
Plans for the retendering of the parking management vendor in the Blok M area, South Jakarta, are urged to be carried out openly to avoid suspicions of winner manipulation or “sponsored vendor” practices.
Trubus Rahadiansyah, a public policy observer from Trisakti University, stated that the tender process must be fully monitored by the public, especially after scrutiny over parking management in the area.
“It must be open, so everyone can monitor, including the media. Open from A to Z,” Trubus said when contacted by Kompas.com by telephone on Wednesday (13/5/2026).
He assessed that accelerating the process is important to anticipate any arrangements in determining the new parking operator.
“If it’s too long, there might be arrangements like that,” Trubus said.
He also warned against favouring any specific party in the upcoming tender process.
“Don’t let there be efforts to arrange for a certain party to win in that tender process,” he said.
Additionally, Trubus encouraged the formation of a tender selection committee involving independent elements, academics, and technocrats with technical expertise in parking.
According to him, oversight of the tender process is not sufficient with only law enforcement officials but also independent parties to make it more accountable.

Subsequently, parking management will be selected through a tender mechanism together with PT Karya Utama Perdana (PT KUP) to determine a new operator replacing Best Parking.
The Jakarta City Council’s special committee also demands that the tender process be transparent and accountable, including oversight by the Jakarta High Prosecutor’s Office (Kejati).
Additionally, the new vendor will be required to implement a digital-based parking management system so that parking revenue can be monitored in real time by the local government.
However, the revenue received by the local government is suspected not to reach 60 percent of the actual turnover.
The City Council also suspects potential state losses of up to Rp 50 billion during the 15 years of parking management by the previous operator.
As a follow-up, the City Council together with the Jakarta Transportation Agency has sealed the Blok M parking gates and temporarily made parking services free during the transition period towards full digitalisation of the parking system.
