In restructuring the state agencies, the government needs to ensure that its administration acts not only in accordance with existing laws, regulations and stipulations, but also in a way that would be better than before.

In this respect, the goal of this restructuring would not be fully reached if the government only raises the salaries of civil servants. There is more to this restructuring effort than just money.

What is of greater importance is improving its human resources in terms of education. Discipline would then need to be enforced.

A well-educated work force that maintains good discipline and is properly paid would make for qualified civil servants, the goal of every state agency's restructuring effort.
