Resolution of Gross Human Rights Violations: Ministry of Human Rights Proposes Victim Trust Fund
The Ministry of Human Rights is preparing a roadmap as an effort to resolve gross human rights violations in Indonesia. Director General of Human Rights Services and Compliance at the Ministry of Human Rights, Munafrizal Manan, stated that one key element is the importance of the state issuing an official apology to the victims and their families.
This was conveyed by Munafrizal during a hearing with Commission XIII of the House of Representatives at the parliamentary complex in Senayan, Jakarta, on Thursday (2/4/2026). He said the roadmap emphasises the state’s crucial role in ensuring recovery for the victims.
“The Ministry of Human Rights is compiling a roadmap towards the resolution of gross human rights violations. Within this roadmap, one aspect emphasised is the importance of the state’s role in victim recovery as part of the resolution of gross human rights violations,” he said.
“This roadmap also includes a point on the importance of an official apology from the state, drawing from experiences of other countries that have faced similar issues,” he continued.
According to him, such steps can provide psychological recovery. This is because the state has issued an official apology.
Additionally, his side is proposing the establishment of a special budget for victim recovery. This scheme, he said, is proposed in the form of a dedicated fund to ensure financial certainty for the victims.
“So this is like a trust fund for victims. If we learn from what the International Criminal Court in The Hague has done, they also have what is called a trust fund for victims,” he explained.
“So that victim recovery has clarity in terms of budgeting. Hopefully, what we propose as an effort to provide recovery for victims in this roadmap can be realised in the future,” he added.
On the same occasion, Deputy Chairman of Commission XIII of the House of Representatives Andreas Hugo Pareira said the meeting holds important and strategic significance, particularly regarding the resolution of compensation and recovery for victims.
“That is, discussing the resolution of compensation and recovery for witnesses and victims of past gross human rights violations, including social guarantees and various other forms of compensation,” he said.
Andreas assessed that through social guarantees, victims can regain access to health services, economic opportunities, and a more decent life. Moreover, his side also views social guarantees as having an important role in reducing the vulnerability experienced by victims.
“Social guarantees play an important role in reducing the vulnerability that victims have experienced so far, while preventing deepening inequalities. More than that, the presence of the state through this policy will strengthen public trust that the state is truly present in providing protection and justice,” he stated.
