Social protection (Perlinsos) data collection achievements in Badung, Bali, as of September 2026, have only reached 46%, representing approximately 66,000 out of a target of more than 145,000 households. The Kuta, North Kuta, and South Kuta districts have been identified as the areas with the lowest collection rates.

“The lowest areas are Kuta, North Kuta, and South Kuta districts, while the highest is the Petang district, reaching 72%,” said the Head of the Badung Social Affairs Office, I Gde Eka Sudarwitha, on Wednesday (30/9/2026).

Eka explained that the low data collection in the Kuta region is caused by high levels of resident prosperity and community activity patterns, where the majority work in the private sector. Additionally, there remains a perception among the public that registering for social protection or social assistance is not yet a priority.

“Many people there work in the private sector and their level of prosperity is higher, so they perhaps consider social protection to be not yet very important. However, this is not merely about social assistance, but an effort to bring public services closer and to implement the President’s digital data updating initiative to ensure aid is well-targeted,” said Sudarwitha.

However, the main obstacle in the field does not stem from technical issues or internet signal coverage. The greatest challenge currently lies in the level of public awareness regarding registering themselves into the integrated database system.

“As for technical constraints such as signal coverage, we have actually been able to overcome all of them in the field. What we urgently need now is public awareness and the optimisation of socialisation efforts,” Sudarwitha emphasised.

Sudarwitha stressed that all government assistance programmes, from both central and regional levels—including educational scholarships and BPJS Health—will be integrated through the digital social protection database. Therefore, all layers of society, without exception, are urged to register immediately.

To chase the 100% data collection target, the Badung Social Affairs Office is optimising the roles of agents ranging from neighbourhood heads, village officials, and volunteers to participants of the ‘Gerakan Peduli Tetangga’ (Neighbourhood Care Movement). Officers at the village and sub-district levels are even being deployed to serve resident registrations until late at night.

“We appreciate the hard work of our colleagues in the Social Affairs Office, neighbourhood heads, village officials, and the volunteers of the ‘Gerakan Peduli Tetangga’ under the direction of the Ministry of PAN-RB. We, along with village and sub-district heads, are also prepared to conduct registrations at night to assist residents,” explained Sudarwitha.
