A meeting was held on Sunday (12 April 2026), attended by Deputy Chief of Riau Regional Police Brigjen Hengki Haryadi, Head of Operations of Riau Regional Police Kombes Ino Haryanto, Head of Intelligence and Security of Riau Regional Police Kombes Wimboko, Commander of Mobile Brigade of Riau Regional Police Kombes I Ketut Gede Adi Wibawa, and Head of General Crimes of Riau Regional Police Kombes Ade Wahyu Kuncoro, along with Chief of Rokan Hilir Police Resort AKBP Isa Imam Syahroni. Also present were Regent of Rokan Hilir H Bistamam and Deputy Regent Jhony Charles, Head of Panipahan Subdistrict Yahya Khan, Commander of AL Post Panipahan Lettu Irfan, Commander of Ramil Post Peltu Rony Iraen, community figures, youth leaders, village heads, and religious leaders.

During the meeting, Brigjen Hengki Haryadi conveyed the strong commitment of Riau Regional Police Chief Irjen Pol Herry Heryawan in efforts to eradicate drugs within his jurisdiction.

“The drug problem is a shared issue and receives special attention from the Riau Police Chief, with ‘zero tolerance’ towards drugs,” said Hengki on Monday (13 April 2026).

Hengki explained to the community the characteristics of Riau Province, which borders neighbouring countries. From analyses and law enforcement actions conducted by Riau Regional Police units, it is known that drugs come from abroad.

“Therefore, this receives full attention from the Riau Police Chief; there is no tolerance for drugs, even if it involves rogue members,” he said.

Hengki understands the community’s concerns regarding drug circulation. He emphasised that they will not remain silent if drug circulation is found, even if it involves rogue officers.

“Therefore, we anticipate not only general criminal perpetrators, but if there are our members involved, there is no forgiveness,” he said.

Nevertheless, he hopes the community does not resort to unlawful methods. Hengki asked the community to entrust law enforcement to the police.

“Therefore, the problem here—we do not want it to recur; there should be no vigilantism because it will harm the community itself,” he stated.

Thousands of Drug Cases Prosecuted

As proof of commitment in eradicating drugs, Hengki outlined that Riau Regional Police has prosecuted thousands of suspects over the past 15 months. From these actions, a number of drug evidence items were secured.

“In the past 15 months, we have arrested 4,553 suspects, meaning on average 304 suspects per month. Then a total of 3,164 cases where the drug evidence could save 5,106,839 lives,” he said.

Peace Declaration

At the end of the meeting, a youth leader representative read the peace declaration. The community committed to joining together in combating drugs and handing over law enforcement processes to authorised apparatus.

  3. Always ready to cooperate in eradicating drugs in Pasir Limau Kapas Subdistrict

  4. Avoiding and rejecting all forms of provocation of social conflict and SARA issues

Police Station Chief and Criminal Investigation Unit Head Removed

Previously, Riau Regional Police Chief Irjen Herry Heryawan took firm action by removing the Panipahan Police Station Chief of Rokan Hilir Police Resort, AKP Robiansyah, following a community demonstration demanding the arrest of drug lords. Not only the station chief, the Criminal Investigation Unit Head of Panipahan Police Station Aipda Rahmat Ilyas was also removed from his position.

Irjen Herry emphasised that this step was taken because the station-level ranks were deemed not optimal in maintaining regional conduciveness, leading to the situation escalating into an uncontrolled action. The removal was carried out as a form of evaluation and institutional responsibility for the developing security dynamics in the community.

“This is a form of our evaluation and responsibility. We see there are things that are not running as they should in maintaining the security situation in Panipahan. Therefore, we are taking firm steps,” said Irjen Herry on Sunday (12 April).

He emphasised that every leader in the region has full responsibility for stability and security in their area, including responding to developing social dynamics in the community.

“A leader must be present, sensitive, and able to read the situation. When that does not go well, there must be corrective action,” he said.
