Residents Complain About Slow Compensation Process for Japek Selatan Toll Road Land
A number of residents in Bekasi Regency, West Java, have complained about the slow process of disbursing compensation for land affected by the Jakarta-Cikampek (Japek) Selatan toll road construction project, even though all requirements have been met. “This is caused by the slow validation process of land ownership by the Bekasi Regency Land Office of ATR/BPN,” said Tarmidi, a member of the Burangkeng Village Task Force, as quoted by Antara on Sunday, 26 April 2026.
He explained that the village task force, acting as an extension of the community with the government, has investigated the issue and identified the cause of the delay in the compensation disbursement process due to obstacles in validating land ownership.
The land validation process is an important step in ensuring the validity and accuracy of land ownership data by matching physical and juridical certificate data with the Land Activity Computerisation System (KKP). This validation is mandatory before transactions such as buying and selling, name transfers, or applications for collateral rights to ensure that the land is not in dispute or blocked.
Tarmidi said that although the residents have completed the requirements and the appraisal value has been determined since 2025, the compensation money has not yet been paid. This situation differs from the initial land acquisition phase, where the validation process to payment was completed in just one month.
“We have not received any information if there are missing documents. Usually, if there is an issue, we are informed immediately, but this time there is no communication,” he said.
On the other hand, the commitment-making official (PPK) for the Japek Selatan toll road land acquisition stated that payment by the State Assets Management Agency (LMAN) cannot be made if the validation results from the Bekasi Regency Land Office of ATR/BPN are not yet complete. “The PPK also cannot confirm when the validation results will be issued because that is under BPN’s authority,” said Tarmidi.
Nana Supriatna, a representative of the Ciledug Village Task Force, admitted to having visited and written to the Bekasi Regency Land Office of ATR/BPN several times to seek clarity, but the results have been fruitless. “We are confused about what to tell the residents because the PPK only says they are waiting for validation from BPN. We are burdened because almost every week the residents ask us about it, even some ask every two days,” he said.
Meanwhile, Tommy Fikar Alamsyah, the spokesperson for the Japek Selatan KSO, confirmed that there are still several land parcels in Burangkeng Village, Ciledug, Taman Sari, Kertarahayu, and Jayasampurna areas that have not yet received compensation payments. Nevertheless, some construction continues based on agreements with the landowners. “We are racing against time because if it keeps being delayed, there will be cost overruns,” said Tommy.
His side has attempted to coordinate with the Bekasi Regency Land Office of ATR/BPN to seek clarity, but as of now, they have not received a definite answer. “In total, there are 141 land parcels that have not been paid. But because the process (land ownership validation) may have obstacles and has not been completed until now, it is understandable that some residents holding rights to those land parcels are impatient,” he said. As of this writing, there has been no statement from BPN regarding the issue.
