The Minister of PAN-RB, Rini Widyantini, has emphasised that military training for the National Reserve Component (Komcad) is not merely a physical activity, but a tangible investment in the quality of human resource character within the state apparatus. The values forged during this training are considered directly relevant to the daily duties of civil servants (ASN) as public servants.

“Discipline, the ability to cooperate, and the resilience forged will be brought back to their respective agencies, enabling participants to work more effectively and productively,” Rini stated in a written briefing on Friday (5/6/2026).

Civil Servant Participation in Komcad is Voluntary

The participation of civil servants as part of the National Reserve Component is regulated under the Circular Letter of the Minister of PAN-RB No. 27/2021 regarding the Participation of ASN Employees as the National Reserve Component in Supporting National Defence Efforts. Rini emphasised that this policy is not mandatory. Civil servants do not automatically become members of the Komcad; instead, they must register voluntarily and meet specific requirements in accordance with prevailing laws and regulations.

“From the outset, the spirit of this policy is to encourage active and voluntary participation, not to force it, and it is intended as a manifestation of strengthening the value of loyalty within the ASN ‘BerAKHLAK’ core values,” Rini asserted.

Komcad personnel operate under two duty schemes. During inactive periods, members return to their regular professions and daily duties. During active periods, they are called up and activated to perform duties in the field of national defence.

Public Service Remains the Priority

From a civil service management perspective, participation in the Komcad is part of the competency and professionalism development of the apparatus. It also serves as a concrete contribution by civil servants to strengthening national resilience according to their respective roles and capacities.

To ensure that public services are not disrupted, the participation of civil servants in the Komcal is planned with careful consideration for bureaucratic continuity. Agency leaders play a crucial role in managing work distribution while their members are undergoing active duty.

Rini also expressed her appreciation to all participants who have completed the training with full dedication. She further extended her gratitude to the Ministry of Defence and the TNI (Indonesian National Armed Forces) for mentoring the participants to form an increasingly resilient apparatus.

“Overall, this programme is part of an effort to build civil servants with strong character. Civil servants who are not only technically competent but also possess discipline, resilience, integrity, and a spirit of devotion to the nation and state,” Rini concluded.
