Requirements to Become a Pramuka Garuda for Direct Entry into TNI-Polri

National Kwartir Chairman of the Scout Movement, Budi Waseso, stated that the Pramuka Garuda certificate can be used as a qualification in the recruitment process for the Indonesian National Armed Forces and the National Police. Certificate holders have the opportunity to undergo selection without tests, in accordance with agreed provisions. Budi explained that this policy is part of a collaboration between the National Kwartir and the TNI, Polri, and several universities. The move is also expected to encourage young people’s interest in actively participating in scouting activities. “Every Pramuka Garuda, specifically Penegak members who meet the requirements, if they want to become a police officer, can do so directly without tests. The same applies to the TNI and universities, and this is already underway,” said Budi after a pilgrimage to Bung Karno’s grave on Tuesday. According to Budi, the recruitment mechanism through the Pramuka Garuda pathway has been refined, including the assessment system, to comply with the rules and procedures applicable in each institution. The Pramuka Garuda is a youth member of the Scout Movement who has achieved the highest proficiency and awards at each level of scouting education. The levels include Siaga Garuda, Penggalang Garuda, Penegak Garuda, and Pandega Garuda. The requirements for Pramuka Garuda are conditions that must be met by a youth member to obtain the Pramuka Garuda Badge according to their age group. For a Siaga member, they must have completed the General Proficiency Requirements for the Siaga Tata level, possess at least four Special Proficiency Badges from each field, show at least three examples of their handcrafts, have attended a Siaga scout meeting at their kwartir, participated in a One-Day Camp, and be able to operate a computer. A Penggalang member must have completed the General Proficiency Requirements for the Penggalang Terap level, possess at least five Special Proficiency Badges with specific levels, be a good role model, make at least six handcrafts, use computers and internet technology, and communicate in an international language. A Penegak member must understand the 1945 Constitution and the Scout Movement Law, complete the Penegak Laksana proficiency level, be a good role model, possess at least nine Special Proficiency Badges, have attended Penegak scout meetings at various administrative levels, be a member of a Special Scout Unit and apply its skills, actively assist the unit leader, operate computers and use the internet, actively use an international language, organise a productive project, be a diligent saver, demonstrate skills in arts, culture, sports, science, and technology in public, and carry out community development activities. A Pandega member must understand the 1945 Constitution, be a good role model, have participated in at least three selected scouting events, planned and supervised activities for younger scout levels, actively assisted the unit leader, operated computers and used the internet, and actively used an international language.
