Requirements for FLPP Mortgage with 40-Year Tenor
The Management Agency for People’s Housing Savings (BP Tapera) noted that as of 10 September 2026, the national distribution of the FLPP (Housing Finance Liquidity Facility) Prosperous Mortgage has reached 147,871 housing units. This figure represents less than half of the 350,000 housing units targeted for 2026.
In an effort to increase affordability and expand access to financing for low-income communities (MBR), the government is providing a financing option with a maximum tenor of up to 40 years.
“As of 10 September 2026, the national realisation of FLPP Prosperous Mortgage distribution has reached 147,871 housing units with a financing value of approximately Rp18.4 trillion,” stated BP Tapera Commissioner Heru Pudyo Nugroho, in a statement in Jakarta on Friday.
BP Tapera’s Director of Cooperation and Financing Policy, Alfian Arif, explained the various terms, conditions, and facilities of the FLPP Prosperous Mortgage, which includes the option for a maximum financing period of 40 years.
This tenor is the maximum option available, meaning the public can still choose shorter durations based on their financial capacity and financing regulations. BP Tapera also provides guidance regarding beneficiary requirements, particularly the provisions for first-time home ownership and income limits according to specific zones.
The requirements to become an FLPP mortgage recipient include being an Indonesian citizen and having never previously received housing subsidies or government housing finance assistance, such as mortgages or self-help house construction credit.
Furthermore, applicants must be single or married, do not currently own a home, and possess a fixed or variable income that does not exceed the income limit for low-income communities (MBR) as regulated in the Regulation of the Minister of Housing and Residential Areas Number 5 of 2025.
The public is also encouraged to utilise digital channels to search for information regarding the availability of subsidised housing to more easily find homes that meet their needs and financial capabilities.
BP Tapera continues to strengthen education and synergy with the government, distributing banks, developers, and other stakeholders to expand MBR access to decent and affordable housing, while driving the achievement of the 3 Million Houses Programme.
Previously, the Minister of Housing and Residential Areas (PKP), Maruarar Sirait, emphasised that government programmes must provide real benefits to the community and be easy, affordable, fast, and not burdensome.
