BPJS Kesehatan, in collaboration with the Indonesian National Police (Polri), is conducting a trial of the integration of active National Health Insurance (JKN) membership into driving licence (SIM) services.

The activity took place at the Driving Licence Administration Unit (Satpas) of the Medan Police Resort Command, North Sumatra, on Tuesday (5/5).

On that occasion, the Director of Membership at BPJS Kesehatan, Akmal Budi Yulianto, stated that this step is a follow-up to Presidential Instruction (Inpres) No. 1 of 2022 on optimising the implementation of the National Health Insurance (JKN) Programme.

“The synergy between BPJS Kesehatan and Polri is an important part of ensuring the JKN Programme runs optimally. We appreciate the support from Polri, which has integrated JKN membership requirements into SIM services,” Akmal said at the Medan Police Resort Command yesterday.

He explained that this regulation is reinforced by Police Regulation (Perpol) No. 2 of 2023 on the Issuance and Labelling of Driving Licences, which lists active JKN membership as one of the requirements for processing a SIM.

Prior to the North Sumatra Regional Police jurisdiction, the trial of the integrated BPJS Kesehatan active system for SIM processing had been conducted in seven other regional police jurisdictions from July to September 2024.

Those seven regional police commands are Aceh, West Sumatra, South Sumatra, DKI Jakarta, East Kalimantan, Bali, and East Nusa Tenggara.

In practice, Satpas officers will check the applicant’s JKN status through the JKN Portal by entering their National ID Number (NIK) or participant card number.

Since November 2024, the implementation of this policy has been expanded nationwide. However, active JKN membership status was not yet mandatory at that time.

Applicants who are not active can still obtain a SIM, accompanied by education on how to register or reactivate their membership.

Akmal stated that the integrated system currently being trialled is designed not to hinder the service process. The system will automatically display the JKN membership status when the applicant inputs their NIK into the SIM service application.

“If the status is inactive or not yet registered, a notification will appear explaining the reason and the steps that must be taken to activate it. This system has also been prepared so as not to add to the workload of officers and to maintain the speed of service to the public,” he said.

At the same location, the Director of Traffic for the North Sumatra Regional Police, Commissioner Pol Firman Darmansyah, said that public awareness regarding the obligation of active JKN membership for SIM processing still needs to be improved.

“We will continue to synergise with BPJS Kesehatan to conduct socialisation to the public so that they understand this regulation,” he said.

Firman added that his side plans to optimise education through social media, including creating short videos on the active JKN requirements for SIM issuance.

“We hope this integrated system can run optimally so that SIM services remain smooth without obstacles, while encouraging the public to be more active as JKN participants,” he said.
