Release of 2026 SPAK-SPKP Results: Bontang Mayor Reminds Civil Servants to Avoid Corruption and Sectoral Ego

Enforcement of discipline and strengthening of integrity within the bureaucracy form the primary foundation for dignified public servants. The Mayor of Bontang, Neni Moerniaeni, issued a firm warning in front of dozens of regional leadership apparatus officials.

Neni attended in person to open the Presentation of the Results of the Anti-Corruption Perception Survey (SPAK) and Public Service Quality Perception Survey (SPKP) for 2026. This evaluation event was organised by the Regional Inspectorate in the Main Meeting Room on the 2nd Floor of the Bontang Mayor’s Office on Thursday, 7 May 2026.

This firm stance was emphasised after reviewing the SPAK index indicators for Bontang City in 2026, which stood at 3.68. Meanwhile, the final SPKP index report was recorded at an average of 3.62.

These results experienced a slight decline when compared to the 2025 report, which recorded SPAK at 3.81 and SPKP at 3.84. Neni highlighted the importance of maintaining public trust, which is indicated to be declining through this evaluation instrument.

“SPAK measures integrity and anti-corruption perception, while SPKP measures public service quality,” said Neni. “Both surveys serve as important evaluation instruments in government governance.”

Neni issued a moral threat to her employees that actions to enrich oneself illicitly would undermine the dignity of the state. “Corruption, no matter how small, can damage public trust. Therefore, the integrity of apparatus and prime service must become the work culture of all civil servants,” she stated.

Not only corruption, Neni also demanded that all regional apparatus promptly eliminate the bureaucratic ailment known as sectoral ego. In addition to internal ethics, civil servants were urged to always be wise in public communication on social media and to adhere to the regional vision and mission.

Amid this evaluation, awards for the 2025 Corruption-Free Region (WBK) predicate were also presented to three health facilities. The WBK achievement was attained by the Bontang Utara I Health Centre Unit (UPT Puskesmas Bontang Utara I), Bontang Utara II Health Centre Unit (UPT Puskesmas Bontang Utara II), and Bontang Selatan I Health Centre Unit (UPT Puskesmas Bontang Selatan I).

The Regional Inspector of Bontang City, Enik Ruswati, stated that this survey is highly objective because it gathered responses from up to 1,503 SPKP respondents. The government was also assisted by a surveyor team from STISIP/STIPER Syamsul Ma’arif and PUSJAR SKBP LAN RI Samarinda for data analysis.
