Rejang Lebong Regent Receives Hundreds of Millions in Fees, Uses Letter Codes for Project Contractors
JAKARTA, KOMPAS.com — The Corruption Eradication Commission (KPK) has stated that the Regent of Rejang Lebong, Muhammad Fikri Thobari, wrote letter codes on a Physical Work Recapitulation sheet for three contractors or private parties designated to execute projects under the Public Works and Housing Office of Rejang Lebong Regency.
The KPK stated that Fikri wrote letter codes in the form of contractor initials who had agreed to provide fees of approximately 10-15 percent of the project value.
“After the plotting arrangement, MFT (Rejang Lebong Regent Fikri) then wrote on the Physical Work Recapitulation sheet a specific letter code representing the ‘contractor initials’ who would execute the project packages under the Public Works and Housing Office of Rejang Lebong Regency for fiscal year 2026,” said KPK Deputy for Prosecution and Execution Asep Guntur Rahayu at the Red and White Building in Jakarta on Wednesday (11 March 2026).
He stated that the fee request was made to meet Fikri’s Lebaran needs.
“Thereafter, MFT (Rejang Lebong Regent Fikri) sent it via chat to BDA (B Daditama) regarding the request for fees (advance payment) from the contractors appointed by the Regent, allegedly due to needs ahead of Eid al-Fitr,” he said.
Asep stated that in the process, there was a meeting of the minds (mens rea) or agreement between Regent Fikri and the Head of the Public Works and Housing Office, Hary Eko, with the contractors regarding the execution of the project packages under the Public Works and Housing Office of Rejang Lebong Regency.
He stated that following the direct designation, there was allegedly an initial handover of fees (advance payment) in the form of money from the three contractors to Regent Fikri through intermediaries, totalling 980 million rupiah.

PT Statika Mitra Sarana: 380 million rupiah
CV Manggala Utama: 300 million rupiah
CV Alpagker Abadi: 300 million rupiah
Based on these facts, the KPK has designated five individuals as suspects in the alleged bribery case within the Rejang Lebong Regency Government.
The five suspects are Rejang Lebong Regent Muhammad Fikri Thobari, Head of the Public Works and Housing Office Hary Eko Purnomo, Irsyad Satria Budiman from PT Statika Mitra Sarana, Edi Manggala from CV Manggala Utama, and Youki Yusdiantoro from CV Alpagker Abadi.
The KPK subsequently detained the suspects for the initial 20-day period from 11-30 March 2026 at the State Detention Centre (Rutan) Branch of the KPK’s Red and White Building.
Muhammad Fikri Thobari and Hary Eko Purnomo are suspected of committing corruption offences and violating Article 12 paragraph (a) and Article 12 paragraph (c) of Law No. 31/1999 on the Eradication of Corruption Crimes and/or Article 423 of Law No. 1/2023 on the Criminal Code.
Conversely, Irsyad Satria Budiman, Edi Manggala, and Youki Yusdiantoro, as the parties providing the bribes, are suspected of having committed corruption offences and violated Article 605 paragraph (1) or Article 606 paragraph (1) of Law No. 1/2023 on the Criminal Code as amended by Law No. 1/2026 on the Adjustment of Criminal Sanctions.
