Rejang Lebong Regent Charged as Suspect by Anti-Corruption Commission for Allegedly Receiving Rp1.7 Billion in Bribes
The Anti-Corruption Commission (KPK) has designated Rejang Lebong Regent Muhammad Fikri Thobari (MFT) as a suspect. Thobari is alleged to have received a total of Rp1.7 billion in bribes from multiple projects.
This was disclosed by KPK Deputy for Enforcement and Execution Asep Guntur Rahayu during a press conference on Wednesday (11 March 2026). He stated that the case began when the Rejang Lebong Local Government intended to undertake a number of projects in early 2026.
The projects were situated in the Public Works, Spatial Planning, Housing and Residential Area Office (PUPRPKP) of Rejang Lebong Regency. Asep stated that the total budget for projects under the PUPRPKP of Rejang Lebong Regency reached Rp91.13 billion.
He stated that Thobari subsequently held a meeting with Harry, the head of PUPRPKP, and Thobari’s trusted associate named B Daditama. The meeting held at the regent’s official residence allegedly discussed the arrangement of project tender and the fees to be obtained.
“In that meeting, it is alleged that there was discussion of the arrangement or allocation of contractors for project work under the PUPRPKP in the 2026 budget year, including discussion regarding the amount of fees (advance) of approximately 10-15 per cent of the project value,” stated Asep.
Asep stated that Thobari allegedly wrote on a sheet of Physical Work Summary in the form of certain letter codes representing ‘contractor initials’ that would carry out project packages under the PUPRPKP of Rejang Lebong Regency. Subsequently, Thobari sent it via WhatsApp chat to B Daditama.
Asep mentioned an alleged mutual criminal intent between Thobari and Harry together with three contractor partners, namely Irsyad Satria Budiman as a private party from PT Statika Mitra Sarana, Edi Manggala as a private party from CV Manggala Utama, and Youki Yusdiantoro as a private party from CV Alpagker Abadi.
“Following this direct designation, it is alleged that an initial transfer of fees (advance) in the form of money from the three contractors to MFT occurred through intermediaries with a total reaching Rp980 million,” said Asep.
Asep stated that the alleged project advance fees totalling Rp980 million were given in stages through intermediaries. Additionally, Asep noted that the value of project advance fees from the three parties differed. The breakdown is as follows:
On 26 February 2026, EDM (Edi Manggala) from CV MU transferred Rp330 million (3.4 per cent of the project value for the construction of pedestrian pathways, drainage and a sports centre valued at a total of Rp9.8 billion) through HEP (Hary Eko Purnomo) as head of the PUPRPKP office in Rejang Lebong;
On 6 March 2026, IRS (Irsyad Satria Budiman) from PT SMS transferred Rp400 million (13.3 per cent of the project value for road works valued at Rp3 billion) through SAG as a civil servant at the PUPRPKP office;
On 6 March 2026, YK (Youki Yusdiantoro) from CV AA transferred Rp250 million (2.3 per cent of the project value for the arrangement of buildings and the environment of the football stadium area valued at Rp11 billion) through REN as a civil servant at the PUPRPKP office.
Asep stated that there was an alleged receipt of another Rp775 million by Thobari. He suspected that this conduct was done repeatedly.
“In intensive investigation, the KPK also found alleged other receipts by MFT through HEP from various parties with the modus operandi of requesting project fees from various contractors reaching a total of Rp775 million. Therefore, this conduct is suspected to be a recurring matter,” he said.
The KPK designated five persons as suspects. The breakdown is as follows:
Muhammad Fikri Thobari as Regent of Rejang Lebong for the 2025-2030 term
Hary Eko Purnomo as head of the Public Works, Spatial Planning, Housing and Residential Area Office (PUPRPKP) in Rejang Lebong
Irsyad Satria Budiman as a private party from PT Statika Mitra Sarana
Edi Manggala as a private party from CV Manggala Utama
Youki Yusdiantoro as a private party from CV Alpagker Abadi
Thobari and Purnomo have been charged under Article 12 clause (a) or clause (b) and/or 12B of the Law on Eradication of Corruption Offences read together with Article 20 clause (c) of the Criminal Code. Meanwhile, the three private parties have been charged under Article 605 paragraph (1) or Article 606 paragraph (1) of the Criminal Code read together with Law No. 1/2026 concerning Adjustment of Criminal Penalties.
