Rehab-Recon Funds Distributed, Task Force Head Stresses Transparency

Minister of Home Affairs, Muhammad Tito Karnavian, in his capacity as Head of the Task Force for the Acceleration of Post-Disaster Rehabilitation and Reconstruction (PRR) in Sumatra, has requested that ministries and agencies which have received the 2026 Rehabilitation and Reconstruction budget openly inform regional heads about their programme plans. Tito explained that the government is now entering the Acceleration of Rehab-Recon phase following the Sumatra disaster. The Task Force has prepared a Master Plan for the Acceleration of Rehab-Recon, which was compiled together with the Ministry of National Development Planning/Bappenas. The document was prepared with the involvement of 32 ministries and agencies and accommodates proposals from provincial and district/city governments in the three affected regions. According to Tito, the Master Plan received approval from the House of Representatives and a directive from the President to be implemented over three years, from 2026 to 2028. The total budget requirement reaches Rp100.1 trillion, allocated in stages: Rp38.9 trillion in 2026, Rp32.9 trillion in 2027, and Rp28.2 trillion in 2028. In addition to central government budget support, regional governments also received additional transfer funds to the regions amounting to Rp10.6 trillion. This amount is distributed to all provincial, district, and city governments in the three affected provinces. Tito revealed that out of the funding proposals submitted by 32 ministries and agencies to the Ministry of Finance, seven have currently had their budgets approved and are beginning to be disbursed. The seven agencies include the Ministry of Public Works, the Ministry of Housing and Settlement Areas, the Ministry of Elementary and Secondary Education, the Ministry of Social Affairs, the Central Statistics Agency, the Ministry of Transportation, and the Ministry of Health. He stressed that every ministry and agency receiving the budget needs to openly explain the amount of budget received along with the programmes to be implemented, so that regional governments clearly understand the form of intervention being carried out by the central government. “I request that all regional heads and the public be informed of the planned activities to be carried out with the budget already received from the Ministry of Finance,” Tito stated. He added that this transparency is also important to demonstrate that the implementation of the Task Force’s duties is proceeding in accordance with the President’s directives.
