Rehab-Recon Funds Distributed, Task Force Head Stresses Transparency
Jakarta, CNBC Indonesia – Minister of Home Affairs Muhammad Tito Karnavian, in his capacity as head of the Post-Disaster Rehabilitation and Reconstruction Acceleration (PRR) Task Force for Sumatra, has asked ministries and agencies that have received the 2026 Rehabilitation and Reconstruction (Rehab-Rekon) budget to openly inform regional heads of their programme plans.
Tito explained that the government has now entered the acceleration phase of post-disaster rehab-rekon for Sumatra. The task force has prepared the Master Plan (Renduk) for the Acceleration of Rehab-Rekon, drawn up together with the Ministry of National Development Planning (PPN)/National Development Planning Agency (Bappenas). The document was prepared with the involvement of 32 ministries and agencies and incorporates proposals from provincial and district/city governments in the three affected regions.
According to Tito, the master plan received approval from the House of Representatives (DPR) and presidential instruction to be implemented over three years, from 2026 to 2028. Total budget requirements amount to Rp100.1 trillion, allocated in stages: Rp38.9 trillion in 2026, Rp32.9 trillion in 2027 and Rp28.2 trillion in 2028.
In addition to budget support from the central government, regional governments will also receive an additional Rp10.6 trillion in regional transfer funds (TKD). This amount is being channelled to all provincial, district and city governments in the three affected provinces.
Tito revealed that, of the funding proposals submitted by the 32 ministries and agencies to the Ministry of Finance, seven have so far had their budgets approved and disbursement has begun. The seven institutions are the Ministry of Public Works (PU), the Ministry of Housing and Residential Areas (PKP), the Ministry of Primary and Secondary Education (Kemendikdasmen), the Ministry of Social Affairs, the Statistics Indonesia (BPS), the Ministry of Transportation and the Ministry of Health.
He stressed that every ministry and agency receiving budget funds needs to explain openly the amount received and the programmes to be implemented, so that regional governments clearly understand the form of central government intervention.
“I ask that it be conveyed to all regional heads and also to the public what activity plans will be carried out with the budget already received from the Ministry of Finance,” said Tito, quoted from his statement on Tuesday (21/7/2026).
He added that such transparency is also important to demonstrate that the work of the Rehab-Rekon Acceleration Task Force is proceeding in line with presidential instructions.
“[To show] what is being carried out by the ministries and agencies receiving rehab-rekon budgets in 2026,” he continued.
For information, Tito chaired the Coordination Meeting on Permanent Housing Data Collection, held in hybrid format from the Home Affairs Ministry headquarters in Jakarta on Tuesday (21/7/2026). Attending in person were Minister of Housing and Residential Areas Maruarar Sirait, Secretary-General of the Ministry of Public Works Apri Artoto, Director of Distribution at PT PLN Arsyadany G. Akmalaputri, as well as officials from the PRR Task Force and the Home Affairs Ministry.
Regional heads or their representatives from the disaster-affected areas of Sumatra also joined virtually.
