Regional Hospitals Cry Out Over Unpaid BPJS Claims, Budget Committee Proposes Scheme Change
Jakarta, CNBC Indonesia - The House of Representatives’ Budget Committee (Banggar) has proposed a budget reallocation scheme involving the State General Treasurer (BA BUN) and Ministry/Agency budgets (BA K/L) to resolve delays in BPJS Kesehatan claim payments to regional hospitals.
This was conveyed during a working meeting with Finance Minister Purbaya Yudhi Sadewa and Bank Indonesia Governor Perry Warjiyo on the Semester I APBN Report and Semester II Prognosis for 2026, held on Tuesday (7/7/2026).
"Indeed, the current condition is that hospitals in the regions are starting to cry out because they have not been paid by BPJS, that is what is happening," said Said Abdullah, Chairman of the House Budget Committee.
The delay in BPJS Kesehatan claim payments has been a recurring complaint from healthcare facilities in several regions. Said proposed a budget realocation option to help BPJS Kesehatan pay hospital claims on time, providing an example for the government.
"If there is, say, Rp10 trillion in the Ministry of Health’s budget, that could be pulled into the State General Treasurer, then the government could channel it to BPJS for the same amount. At least our BPJS would have the flexibility to pay the overdue claims to regional hospitals," Said explained.
On the same occasion, Purbaya acknowledged that he had submitted a proposal to the Budget Committee. He requested that the government be allowed to make budget adjustments this year.
"The government has indeed proposed a budget reallocation from the State General Treasurer to Ministry/Agency budgets and/or vice versa, in order to strengthen social security in the health sector and the capacity of ministries and agencies to carry out their main duties and services," Purbaya stated.
According to him, this proposal has been submitted in a special letter addressed to the leadership of the Budget Committee. Regarding BPJS Kesehatan, complaints from regional hospitals frequently occur.
BPJS Kesehatan management has acknowledged financial pressure due to an operational deficit estimated at around Rp2 trillion per month. This deficit could potentially trigger a risk of claim payment default by July 2027 if there is no immediate budget intervention.
