The Human Resources Development Agency (BPSDM) of the Ministry of Home Affairs is continuously encouraging the strengthening of leadership capacity for regional heads through the Regional Head Leadership Programme (KPPD) Batch IV of 2026. Held from 2-12 September 2026, the programme is designed not only to expand the horizons and enhance the competence of participants but also to foster the creation of action plans that can be implemented in regional governance and development.

KPPD Batch IV 2026 is organised by the BPSDM Ministry of Home Affairs in collaboration with Lemhannas RI and the Purnomo Yusgiantoro Centre (PYC). The programme involves regional heads and heads of Regional Development Planning Agencies (Bappeda), featuring various perspectives from government officials, academics, practitioners, and national figures. Through this series of learning sessions, participants are expected to broaden their views in facing various strategic challenges in regional governance and development.

The Deputy Minister of Home Affairs, Akhmad Wiyagus, emphasised that the formulation of action plans is a vital part of ensuring that the competency development process does not stop at the learning stage.

“The various knowledge and perspectives obtained by participants during the programme are directed to be translated into strategic agendas that can be tailored to the needs and challenges of each respective region,” said Akhint.

This approach positions the BPSDM Ministry of Home Affairs not merely as a programme organiser, but as an institution that oversees the regional heads’ capacity development process in a directed and implementation-oriented manner. This process is carried out through several stages, ranging from programme introductions and material briefings to mentoring and coaching in the preparation of Action Plans (Renaksi).

KPPD Batch IV 2026 presents various materials related to the strategic challenges of national and regional development. Participants gain insights into downstreaming and the strengthening of regional industries towards Indonesia Gold 2045, energy security, education transformation, human resource development, and opportunities for regional development financing.

These various perspectives are expected to help regional heads view development challenges more comprehensively, while simultaneously identifying opportunities that can be developed according to the specific characteristics of their respective regions.

As the programme nears its conclusion, participants are undergoing coaching for the preparation of action plans, which are then presented with the involvement of the Directorate General of Regional Finance and the Directorate General of Regional Development.

“Through KPPD Batch IV of 2026, the BPSDM Ministry of Home Affairs emphasises the importance of developing regional heads’ competence, which should not only be oriented towards increasing individual capacity,” stated Deputy Minister of Home Affairs, Akhmad Wiyagus.

Furthermore, leadership capability needs to be directed towards the capacity to lead change and translate acquired knowledge into policies and concrete steps within the regions. With this approach, the leadership development programme is expected to have a broader impact on improving the quality of governance and regional development.
