Regent Satria Secures New Land for SMPN 4 Semarapura
Klungkung Regent I Made Satria has confirmed that he will immediately process the provision of new land for SMP Negeri 4 Semarapura. This commitment underscores the Klungkung Regency Government’s move to end the school facility crisis, which has long stood on privately owned land under a right-of-use agreement.
To resolve the problem of limited learning space, the Klungkung Regency Government is ready to utilise land owned by the Bali Provincial Government in Selat Village, Klungkung District.
“Of course it can be built, but not all of it. Because the land is quite extensive, we will adjust it to the needs of the junior high school later. We will proceed immediately; we are not targeting when it will be finished, but we are proceeding. There are no obstacles, hopefully as soon as possible,” said Satria when met after leading the 81st Indonesian Independence Day commemoration ceremony at Ida Dewa Agung Jambe Square on Monday (17/8/2026).
In addition to processing the provincial land, Satria also highlighted the importance of administrative clarity regarding the release of land rights for public facilities so that it has black-and-white legality. The Klungkung Regency Government is committed to completing the land rights release process without a sale-and-purchase scheme, but rather through a persuasive approach and reward options for landowners.
“Indeed, in the past there was a slight shortcoming on the part of the government, in how it used land without black-and-white documentation of the release of rights for public facility purposes, especially for this school’s educational facilities,” he explained.
“The form of the reward later, for example, could be special treatment for their family, tax exemptions, and so on. We are trying to provide understanding to the community members whose land was perhaps voluntarily given by their grandparents, so that they also appreciate the ancestors who relinquished the land for the sake of the school,” Satria added.
Indeed, to date no residents have specifically requested compensation. Therefore, his party is optimistic that the persuasive approach can resolve asset certainty at several schools in Gumi Serombotan.
The Regent’s assurance answers the problems experienced by SMPN 4 Semarapura. Previously, Commission III of the Klungkung Regional House of Representatives directly inspected the school as well as the Bali Provincial Government land managed by the Klungkung Agriculture Office in Selat Village on Thursday (13/8).
Vice Head of Public Relations of SMP Negeri 4 Semarapura, I Nengah Suratmaja, revealed that learning activities have so far been accommodated on privately owned land with right-of-use status by SD Negeri 2 Selat.
This condition makes it difficult for the school to obtain physical assistance and forces students to attend in the afternoon on a rotating basis.
“SMPN 4 Semarapura does not yet have its own building; the building belongs to the primary school. We cannot carry out development under the current conditions,” Suratmaja explained.
The relocation plan was actually initiated in 2024 by the school together with community representatives from Selat, Akah, Selisihan, and Tegak villages. The request was resubmitted to the Klungkung Regent at the end of 2025, proposing approximately two hectares of Bali Provincial Government land in Selat Village.
Full support was also conveyed by the Chair of Commission III of the Klungkung Regional House of Representatives, Komang Sutama. His party is ready to oversee the land utilisation process at the Klungkung Education, Youth and Sports Office so that the relocation can be realised soon.
“This week we plan to meet with the Education Office to ask how far the land resolution has progressed. Commission III is ready to oversee the realisation of a representative school. Moreover, this school is supported by four villages with a large number of students, so that children no longer need to force themselves to attend school in the city,” Sutama asserted.
