Regent Sanjaya Proposes Four Strategic Draft Bylaws, Tabanan Maintains Unqualified Opinion
Tabanan Regent I Komang Gede Sanjaya attended the Third Plenary Session of the Second Sitting Period of 2026 at the Tabanan DPRD meeting room today. During the session, Sanjaya delivered an introductory speech for four draft regional regulations (Ranperda), including the accountability report for the 2025 fiscal year budget implementation.
The four proposed Ranperda cover the Accountability for the Implementation of the 2025 Fiscal Year APBD, the Tabanan Regency Housing and Settlement Area Development and Construction Plan for 2026-2046, Regional Disaster Management, and the Implementation of Environmental Protection and Management.
In his introductory speech, Sanjaya explained that the Ranperda on APBD accountability was submitted as a form of responsibility for regional financial management, which has been audited by the Audit Board of Indonesia (BPK). He reported that based on the examination results from the BPK’s Bali Representative Office, the Tabanan Regency Government once again achieved an Unqualified Opinion (WTP) for its 2025 financial report. “This achievement marks Tabanan’s success in maintaining the WTP opinion for 12 consecutive times,” Sanjaya stated on Wednesday (24/6/2026).
In general, the regional revenue for 2025 was budgeted at over Rp 2.28 trillion, with a realisation of more than Rp 2.19 trillion, or 96.18 percent. This realisation consisted of Regional Original Revenue (PAD) of over Rp 678.92 billion and transfer revenues of over Rp 1.51 trillion. Meanwhile, expenditure and transfers were budgeted at over Rp 2.35 trillion, with a realisation of more than Rp 2.15 trillion, or 91.72 percent. This comprised operational expenditure of over Rp 1.62 trillion, capital expenditure of over Rp 933.29 billion, unforeseen expenditure of over Rp 13.55 billion, and transfers of over Rp 275.68 billion. In the financing sector, financing receipts were recorded at over Rp 88.50 billion, while financing expenditures were over Rp 17.98 billion, resulting in a net financing of over Rp 70.52 billion and a Budget Financing Surplus (SiLPA) for 2025 of over Rp 107.91 billion.
Regarding the Ranperda on the Housing and Settlement Area Development and Construction Plan for 2026-2046, Sanjaya explained that its formulation is necessary to provide planned, integrated, and sustainable direction for housing and settlement development. “Tabanan’s position as part of the Sarbagita area and a region traversed by national roads gives it significant potential for settlement development. Therefore, regulations are needed to control and direct housing development so that it remains orderly and healthy,” he elaborated.
Meanwhile, the Ranperda on Regional Disaster Management was proposed as a measure to strengthen the local disaster management system. Based on the 2024 Indonesian Disaster Risk Index (IRBI), Tabanan Regency falls into the medium risk category with a score of 122.31. This condition indicates that Tabanan still faces potential disaster threats that need to be anticipated through strengthening institutional capacity, increasing public disaster education, and enhancing integrated mitigation efforts. The Ranperda on Environmental Protection and Management was submitted as an effort to preserve the sustainability of natural resources and biodiversity, which are the foundation of regional development. “Through this draft bylaw, the Tabanan Regency Government seeks to ensure a balance between economic development and environmental sustainability, while also aligning regional policies with national regulatory developments so that environmental management can be more effective, targeted, and sustainable,” he concluded.
