Regent KDS Inspects Pentahelix Ciparay Site Directly
The Regent of Bandung, Kang Dadang Supriatna, personally visited the Cigugur irrigation canal on Jalan Raya Laswi, Ciheulang Village, Ciparay District, in Bandung Regency on Thursday (10/09/2026). This site has been selected as a focal point for the Pentahelix programme to normalise irrigation channels. Currently, the Cigugur canal is dry and shallow due to silt accumulation, making it prone to flooding and overflow onto Jalan Raya Laswi during the rainy season. The Pentahelix programme is designed to accelerate flood mitigation efforts in Bandung Regency, specifically within Ciheulang Village.
During the inspection, the Regent was accompanied by the Chairman of Commission C of the Bandung Regency Regional House of Representatives (DPRD), H. Tarya Witarsa; the District Head of Ciparay, Anjar Lugaryana; the Chairman of the Ciparay Pentahelix Committee, H. Deden Suwandi; members of the Ciparay Forkopimcam; and village heads from across the Ciparay District.
Following the inspection of the Cigugur canal, the Regent also reviewed the irrigation channels entering the Cirasea Irrigation Area (DI) in the agricultural zone of Ciheulang Village. The Bandung Regency Government intends to roll out billions of rupiah in funding to reorganise the Cirasea irrigation channels, which irrigate hundreds of hectares of paddy fields.
The Regent expressed his gratitude and appreciation to the Ciparay District Head for establishing the Pentahelix committee led by H. Deden Suwandi. He also thanked the Ciparay Military District Commander, the Ciparay Police Chief, and the village heads in the Ciparay District for supporting the Pentahelix programme, which is set to commence shortly.
Regent KDS stated that the Ciparay District Pentahelix Team plans to work on five specific locations, including the Cigugur irrigation canal in Ciheulang Village. “The first focus is the Ciheulang area. Calculations will be conducted, but the area from Ciheulang to Cikopo is already part of the regional irrigation programme. I have proposed a total of Rp947 billion for irrigation areas across Bandung Regency to the central government. This year, God willing, if there are no disruptions, we expect approximately Rp334 billion,” he said.
He added that the hundreds of billions of rupiah proposed are intended for the management of nearly 547 irrigation areas (DI) throughout Bandung Regency. The Ciheulang area, specifically the Cigugur canal, falls under the Cirasea Irrigation Area.
“The Cirasea Irrigation Area is being made a priority. We will ensure there is no budget overlap. We will determine which parts will be handled by the Pentahelix programme and which parts will be supported by the irrigation programme, which is an initiative driven by the President. This way, we can synchronise locations to avoid duplication,” he explained.
Regent KDS also expressed hope that the Chairman of Commission C could invite the Citarum River Basin Organisation (BBWS Citarum) and the Bandung Regency Department of Public Works and Spatial Planning, along with the Pentahelix committee, to work simultaneously on repairing the irrigation channels.
“The Ciparay District Pentahelix Team has indicated that this requires an allocation of Rp3 billion from non-regional budget (non-APBD) sources. We will push for this, just as we have in other districts,” he noted.
KDS mentioned that 16 districts in Bandung Regency have already implemented the Pentahelix programme. “God willing, we will continue to roll out this Pentahelix programme. I believe that through unity and mutual cooperation (gotong royong), we can resolve issues and minimise flood risks throughout the Bandung Regency area,” he concluded.
