Regarding Reports of Honorary Teachers Being Eliminated, Mendikdasmen: Impact of the New ASN Law
Minister of Basic and Secondary Education (Mendikdasmen) Abdul Mu’ti has spoken out on reports of honorary teachers being eliminated. Mu’ti stated that there is no longer any term for honorary teachers in the latest Civil Service Personnel Law (UU ASN) that regulates employment status. Through Law Number 20 of 2023 on ASN, the term honorary teacher is no longer recognised. This regulation should apply in 2024. However, due to various considerations, the regulation will take effect starting next year. “Regarding the widespread issue of non-ASN teachers who, as of 31 December (2026), will not be assigned in accordance with the ASN Law. The ASN Law states that the term honorary will no longer exist. No longer. So this is actually a consequence of implementing the ASN Law, which should apply in 2024, fully in 2024, but then due to various considerations, it will only be effectively implemented starting in 2027. In short, that’s it,” said Mu’ti to reporters, quoted on Thursday (7/5/2026). Mu’ti explained that the appointment, assignment, and development of teachers are carried out by institutions involving local governments and the Ministry of Education. However, recruitment of teachers and assignment are the authority of local governments. “Assignment is also by local governments, including those related to honorary teachers. Actually, the term honorary is no longer recognised in the law; they are called non-ASN teachers. That is also by local governments. Our task in the Ministry is to develop them in terms of fulfilling qualifications and also improving competencies,” said Mu’ti.
