Recruiters Will Be Required to Provide BPJS Kesehatan to Domestic Workers
JAKARTA — BPJS Kesehatan will become one of the requirements that employers must meet when recruiting domestic workers. The requirement is planned to be regulated in the draft Law on Protection for Domestic Workers (RUU PPRT) being discussed by the Legislative Body (Baleg) of the House of Representatives (DPR).
‘BPJS Ketenagakerjaan and BPJS Kesehatan have already become requirements in the PPRT Bill’s articles. And we have invited the Ministry of Manpower (Kemnaker), and we have invited BPJS as well, and that has become the primary condition for the engagement between worker and employer,’ Baleg Chairman Bob Hasan said on Friday, 6 March 2026.
These two matters are of particular concern to Baleg in the discussion of the PPRT Bill. ‘This, undoubtedly, is the main reason why this Bill is a priority, an instruction from the leadership of the DPR RI,’ Bob said.
In a separate remark, Bob targeted that the PPRT Bill could be enacted into law in 2026. ‘If this year is to be certain, yes, this year. But as for the month, I cannot estimate it like that,’ he said. ‘We indeed never stop consulting and we always apply meaningful public participation in the drafting of every law,’ Bob added.
Deliberations on the PPRT Bill require a careful process because it concerns protection of domestic workers as well as the mechanism for resolving disputes between workers and employers. ‘Especially with regard to PPRT, its importance lies in the complexities of how protection and dispute resolution are addressed, including potential wage limits, and so on,’ he said.
After all, the scope of work for domestic workers is domestic and private, so there is no government oversight or supervision, making it highly vulnerable to discrimination, exploitation and violence in practice. Since 2004, the PPRT Bill has consistently been included in the National Legislation Program (prolegnas) of every DPR term, but has not been enacted through the 2019-2024 DPR term.
