Reasons Why Traffic Corps Allows Annual Tax Payment Without Old Owner's ID

JAKARTA, KOMPAS.com – The policy on annual STNK extensions without the obligation to attach the previous owner’s ID has recently come under scrutiny. However, behind this policy, the National Police Traffic Corps (Korlantas) has strong reasons stemming from on-the-ground realities.

Director of Registration and Identification (Dirregident) of Korlantas Polri, Brigadier General Pol Wibowo, stated that fundamentally, all motor vehicles must undergo registration and identification processes.

This applies to new vehicle registrations, annual endorsements, five-year extensions, and data changes.

“In the Police Regulation, Police Regulation No. 7 of 2021 on Motor Vehicle Registration and Identification, it is stated that in every motor vehicle registration process, an ID must be attached,” said Wibowo to Kompas.com (14/4/2026).

However, in practice, many people face obstacles, particularly owners of used vehicles who have not yet carried out name transfers. They often struggle to handle taxes because they do not have the previous owner’s ID.

Thus, this policy does not mean eliminating the ID requirement but providing flexibility based on actual field conditions.

“If there is no (previous owner’s ID), we ask who owns this vehicle. If it has indeed changed hands, we still serve the endorsement and tax payment, but it is mandatory to fill out a declaration form,” said Wibowo.

On the other hand, Korlantas maintains data validity by conducting verifications and encouraging new owners to promptly carry out the name change process (BBN).

This policy also considers the economic conditions of the public. According to Wibowo, not a few vehicle owners come to Samsat with limited funds, only enough to pay the annual tax.

With this policy, Korlantas aims to ensure that public services continue flexibly without sacrificing oversight aspects. Service transformation is key to making the vehicle administration system more adaptive to public needs.

“So the narrative is not without ID; we will ask about it. We still ask because the process is to ensure that the vehicle has not changed hands,” said Wibowo.

Nevertheless, Korlantas emphasises that this step is a temporary solution. The public is still directed to carry out name changes so that vehicle ownership data becomes more accurate and does not cause problems in the future.
