Realisation of Specialist Doctor Allowances in NTT Reaches Rp 15.52 Billion
The central government has channelled allowances for specialist and sub-specialist doctors in Nusa Tenggara Timur (NTT) amounting to Rp 15.52 billion up to 27 April 2026. Head of the NTT Regional Office of the Directorate General of the Treasury (DJPb), Adi Setiawan, explained that these allowances are provided based on Presidential Regulation Number 81 of 2025. “Specialist and sub-specialist doctors serving in Underdeveloped, Border, and Archipelagic Areas (DTPK), including NTT, are now entitled to a special monthly allowance allocation,” said Adi Setiawan in a release received by detikBali on Thursday (30/4/2026). According to him, this policy demonstrates the state’s support and recognition of the dedication of medical personnel working in areas with limited access. Adi stated that to ensure the rights of medical personnel are fulfilled on time and accurately, the government has set the special doctor allowance at Rp 30 million per month. “This is transferred directly from the state general cash account to the personal accounts of the recipient doctors,” he said. He explained that the allowances are given to specialist and sub-specialist doctors who are civil servants, whether from central or regional agencies, working in government regional health facilities, including district general hospitals that apply the Regional Public Service Agency (BLUD) financial pattern. “The Ministry of Health determines the recipient areas based on national needs mapping, with primary priority on regions with minimal medical personnel availability and difficult accessibility,” he clarified. Adi added that regional governments in NTT for 2026 have been allocated special doctor allowances totalling Rp 74.55 billion. The highest allocation is received by Sikka Regency at Rp 9.36 billion, followed by West Sumba Regency at Rp 7.56 billion, and East Sumba Regency and Manggarai Regency each at Rp 6.48 billion. He detailed that through six Payment and Cash Management Offices (KPPN) in NTT, the realisation of special allowances for specialist doctors has reached Rp 15.52 billion or 20.81 percent to 175 doctors in various areas. “Two regions recorded the highest disbursement performance percentages: 27.78% in Nagekeo Regency with a disbursement value of Rp 900.36 million and Belu Regency with a disbursement value of Rp 1.50 billion,” he emphasised. Adi continued that this positive trend is also followed by other areas, namely East Manggarai Regency reaching 25 percent or Rp 360.14 million, Malaka Regency 25 percent or Rp 630.25 million, Sikka Regency 22.76 percent or Rp 2.13 billion, and East Flores Regency 22.73 percent or Rp 900.36 million. “Overall, the average disbursement achievement in NTT is still in the early range of the fiscal year, so acceleration steps are needed by all stakeholders, both regional governments and related agencies,” Adi explained. He hopes that disbursements can proceed on time through intensive coordination with regional governments, particularly in fulfilling requirements and administrative completeness. The disbursement of these special doctor allowances is part of efforts to support equitable healthcare services. “Therefore, we urge all regional governments to ensure an accountable and timely disbursement process so that the benefits can be immediately felt by medical personnel, thereby providing optimal impact on improving the quality of healthcare services in Nusa Tenggara Timur Province,” he concluded.
