RDF Rorotan Ready to Process 2,400 Tonnes of Waste, Special Committee Reveals Infrastructure Hurdles
The Special Committee (Pansus) on Waste Management of the Jakarta DPRD has highlighted a number of obstacles still hindering the optimisation of the RDF Plant in Rorotan, North Jakarta. The waste processing facility is considered to have a large capacity to reduce Jakarta’s dependence on the Bantargebang Integrated Waste Treatment Facility.
Pansus Chairman Judistira Hermawan stated that the RDF Rorotan is part of an effort by the Jakarta Provincial Government and the DPRD to reduce the volume of waste sent to Bantargebang in Bekasi City. During a visit on Thursday, the committee sought to understand the hurdles preventing the facility from operating at full capacity. The DPRD is targeting the plant to process 1,500 to 2,000 tonnes of waste per day within the next year.
Judistira explained that the main constraint is not technology or processing machinery. The Rorotan plant has three processing lines, each with a capacity of around 800 tonnes per day, giving a total capacity of 2,400 tonnes per day. During the visit, two lines were operating while the third was undergoing routine maintenance. He noted the key issue appeared to be external factors, particularly infrastructure.
Road access to the RDF Rorotan remains a concern as it is not yet fully adequate to support the mobility of waste truck fleets from across Jakarta. Consequently, the DPRD plans to push for accelerated infrastructure handling through coordination with the Bina Marga Agency. Judistira said the committee would urge the agency to address road sections in the KBT area connecting East and North Jakarta so that Environmental Agency fleets can gain better access for smoother waste deliveries.
Besides road issues, the Pansus also noted residents’ complaints regarding waste trucks passing through to RDF Rorotan. Residents are demanding the use of closed compactor trucks to prevent odours and leachate water from leaking onto the roads. Judistira acknowledged public frustration when old trucks cause leachate to drip, creating a nuisance, and emphasised the need for dedicated sealed compactor fleets.
Judistira also stressed that Jakarta cannot rely on a single waste processing facility. He said several instruments must be maximised while awaiting the construction of waste-to-energy plants in the coming years. These include the Rorotan RDF, the RDF in Bantargebang, the Water Body Management Units (UPK Badan Air), and around 61 TPS 3R (Reduce, Reuse, Recycle) sites spread across Jakarta.
