The Badung Environment and Cleanliness Service (DLHK) projects that the waste processing facility to produce alternative fuel or refuse-derived fuel (RDF) could begin operations in mid-July 2026. The machine, with a capacity of 300 tonnes, is currently in the procurement stage to support the target of providing renewable new energy for the industrial sector. According to the plan, the Badung government is preparing the machine to be placed at the Integrated Waste Processing Site (TPST) Mengwitani. “The target is for it to operate in mid-July to produce RDF as renewable new energy. So the processing results can be used as fuel for factories, such as cement factories,” said the Head of DLHK Badung, Made Rai Warastuthi, on Sunday (10/5/2026). DLHK Badung has appointed a third party to act as the manager as well as the standby buyer (offtaker) of the produced product. This cooperation scheme is expected to guarantee consistent absorption of the waste processing results and provide a long-term solution to waste problems in Badung. “We have mandated the third party that will manage it to directly act as the offtaker. So they will directly manage and directly purchase the results,” Rai explained. In addition to RDF, the Badung Regency Government (Pemkab) is also awaiting the emission test results for the operation of dozens of incinerators at TPST Mengwitani and TPST Padang Seni Kuta to ensure environmental safety. The current permitting process is under strict supervision by the provincial government and the Environmental Law Enforcement Task Force (Gakkum LHK) to ensure all operational technical aspects meet the established quality standards. “The main point is that we are waiting for the release of the test results because the permitting process is at the province. We will also seek guidance from Gakkum LHK because the equipment can operate if it meets the quality standards,” Rai explained. While awaiting the RDF machine’s readiness, DLHK Badung is optimising the processing of organic waste into compost, the results of which are distributed free of charge to the general public. The fermentation material is temporarily placed at several land points designated as temporary storage for compost materials, such as in the Penarungan and Sangeh villages, which are projected to become Green Open Spaces (RTH).
