Economic inefficiency, illegal levies and abuse of power are
just small aspects of our nation's life. The far greater problem
that needs considering is the bureaucratic ulcer which we tend to
overlook. Corruption in the country's bureaucracy is attributable
to the low pay of civil servants, in spite of the government's
continuous effort to improve their welfare.

It is in this context the proposal by Christianto Wibisono
(Kompas, May 24, 1996) and also some scholars that civil servants
need our support. The number of civil servants must be reduced
and their salaries need to be reviewed, making salaries
comparable to that of the private sector. To this end we need to
establish a special team to study the cost benefit of the new
salary structure.
