Jakarta Deputy Governor Rano Karno has opened the option of adding 5,000 personnel to the Civil Service Police Unit (Satpol PP) to strengthen enforcement functions in the capital. The addition is planned to be carried out gradually, adjusted to budgetary capabilities.

Rano stated that the need for additional Satpol PP personnel is quite realistic, considering the expansive area and the increasing complexity of handling issues in Jakarta.

“If Satpol PP requests 5,000, it might be possible, but it will be gradual,” said Rano in Kemayoran, Central Jakarta, on Friday (24/4/2026).

He compared the personnel needs of Satpol PP with those of the Fire and Rescue Agency (Gulkarmat), which requires up to 11,000 personnel based on calculations of the area’s size and population. According to him, the role of Satpol PP as enforcers of regional regulations demands adequate human resources, especially with the expanding scope of services in Jakarta and its surroundings.

Rano also highlighted the need to strengthen the Satpol PP institution. This includes providing facilities such as a command headquarters (mako), which is still considered inadequate to date.

“Satpol PP are implementers of the law in enforcement. They have a large fleet and many personnel. But if they don’t have a mako, that’s odd,” he said.

In addition, he mentioned the heavy workload of Satpol PP members, which he believes needs to be balanced with attention to their health and welfare.

“It’s not that their work is excessive, but it is indeed extra. Of course, health is a priority,” he stated.

The Jakarta Provincial Government, continued Rano, will comprehensively evaluate these needs, including considering the current regional fiscal conditions impacted by budget efficiency. Nevertheless, he emphasised that strengthening Satpol PP remains an important part of realising Jakarta as an orderly and safe global city.

Previously, the Jakarta Civil Service Police Unit (Satpol PP) revealed the high workload of its members due to limited field personnel. Currently, the available number of members is deemed insufficient compared to the 24-hour enforcement demands.

Head of Jakarta Satpol PP Satriadi Gunawan said that ideally, personnel needs reach more than 10,000 people. However, the current number is only around 5,000 personnel, thus requiring an additional 5,000 to meet the ideal number.

“With the three-shift system, the number of personnel per shift becomes very limited. This impacts the high workload borne by each member,” said Satriadi in a statement to reporters on Friday (24/4).
