Raja Juli's Subordinates Examined in PT TPL Transfer Pricing Corruption Case

The Attorney General’s Office (Kejagung) has examined five subordinates of Forestry Minister Raja Juli Antoni in the transfer pricing corruption case involving PT Toba Pulp Lestari (TPL).

Head of the Attorney General’s Office Legal Information Centre, Anang Supriatna, said the examination was conducted by investigators from the Junior Attorney General for Special Crimes on Tuesday (18/8).

“The examination of five witnesses is related to the alleged criminal act of corruption in transfer pricing by PT TPL to corporate entities from 2008 to 2025,” he said in a written statement.

Anang detailed that the five Ministry of Forestry employees examined have the initials BP, TR, FY, DN, and RB.

He did not provide further details on the material to be explored by investigators with the five witnesses. He only said the witness examinations were conducted to strengthen evidence and complete the case file.

“The investigation process is also carried out professionally, independently, and accountably while upholding the presumption of innocence and the precautionary principle,” he said.

The Attorney General’s Office has named two employees of the Directorate General of Taxes at the Ministry of Finance as suspects in the transfer pricing corruption case involving PT Toba Pulp Lestari for the period 2008 to 2025.

Director of Investigation at the Junior Attorney General for Special Crimes, Saiful Bahri Siregar, said that from the examination results, Toba Pulp Lestari carried out exports using under-invoicing by reporting products as paper grade pulp or bleached hardwood kraft pulp (BHKP).

To facilitate its actions, he said, Toba Pulp sought assistance from suspects BP and SR, employees of the Directorate General of Taxes at the Ministry of Finance who served as supervisors in the tax audit of Toba Pulp Lestari.

He explained that both ignored their supervisory duties and failed to review the KKP and LHP. As a result, the audit was not based on an audit programme but rather on reports prepared by the suspects.

“For these actions, the suspects received a sum of money from PT TPL,” he said.

As a result of their actions, Saiful said the state suffered financial losses in the form of reduced revenue amounting to Rp2 trillion.
