Radea Respati: ASN Evaluation Key to Enhancing Government Responsiveness

Chair of Commission I of the Bandung City DPRD, Radea Respati Paramudhita, considers the evaluation of Aparatur Sipil Negara (ASN) performance to be essential in efforts to realise professional and integrity-based government governance.

She stated that, based on the provisions of Law No. 20 of 2023 on Civil Servants, ASN is a profession consisting of Civil Servants (PNS) and Government Employees with Work Agreements (PPPK), either full-time or part-time, who play a strategic role in government administration.

She views ASN restructuring policies, including the elimination of non-ASN personnel, as very helpful for government tasks in creating a more organised and professional work system.

Nevertheless, Radea Respati assesses that the reality on the ground shows that ASN performance still needs improvement. Some ASN are considered to be working at minimum standards, with minimal innovation and not yet demonstrating maximum public service spirit.

She explained that in the context of social justice, this condition becomes even more relevant to highlight when compared to sanitation workers, waste sorters, or honorary teachers.

“In the field, there are still workers receiving income of around Rp1.25 million per month, even honorary teachers in some educational institutions only receive hundreds of thousands of rupiah each month, despite having substantial workloads and responsibilities as well as important roles in public services,” said Radea in Bandung on Thursday, 26 March 2026.

This comparison, she said, shows a disparity that needs collective attention. In principle of justice and proportionality, differences in welfare levels should align with performance, responsibilities, and real contributions to society.

Therefore, ASN who have received relatively larger salaries and allowances are demanded to show professionalism, optimal performance, and high integrity as a form of moral and institutional accountability to the public.

On the other hand, she highlighted the efficiency policy through the Work From Anywhere (WFA) scheme implemented by the West Java Provincial Government, such as a four-day office work pattern and two days WFA.

“This policy is seen as potentially lowering the service spirit if not balanced with supervision and clear performance indicators. Therefore, it is hoped that similar policies will not be implemented in Bandung City, and ASN presence will still be prioritised optimally in providing services to the community,” she stated.

Nevertheless, Radea added that it must be acknowledged that many ASN still demonstrate good performance and are able to bring innovation. This becomes a positive example that needs to be emulated to create a productive and competitive work environment among ASN.

Radea said that with relatively large salaries and allowances, ASN are expected to demonstrate performance that matches and is oriented towards public services. The Eid al-Fitr holiday is hoped to serve as a reflection for all ASN, both PNS and PPPK, to increase motivation, integrity, and dedication spirit.

“Going forward, improving ASN performance must be the top priority to realise a professional, responsive government oriented towards public interests, while also encouraging the creation of a sense of justice for all workforce elements contributing to public services.”
