Racking Brains Against Residual Waste, Klungkung Regency Optimises TOSS Centre
Residual waste is increasingly piling up at the Local Waste Processing Site (TOSS) Centre Gema Santi in Kusamba Village, Dawan Subdistrict, Klungkung, Bali. The accumulation of non-recyclable waste has overwhelmed the Klungkung Environment and Land Service (DLHP). On the other hand, efforts to optimise processing at the TOSS Centre are still hindered by regulations.
“We are constantly racking our brains. How to tackle this pile-up of residual waste. Previously, before the Sente landfill was closed, we disposed of residual waste from here there. Now, it’s the only place here,” said the Head of DLHP Klungkung, I Dewa Komang Aswin, when met by detikBali at the TOSS Centre on Wednesday (8/4/2026).
Currently, the daily waste volume from urban areas reaches 30 to 35 tonnes per day. Meanwhile, the processing capacity with the existing equipment, without involving third parties, is still below 20 tonnes per day.
The Gema Santi TOSS Centre has also been over capacity since the regulation on waste processing payments was revoked. In addition, the equipment owned is not yet optimal, with one of the three machines in a damaged condition.
Amid these limitations, DLHP Klungkung is striving to optimise the processing capacity of the TOSS Centre. One of the steps is awaiting the arrival of three Anderson waste processing machines. With the addition of these machines, the processing capacity is estimated to reach 24 tonnes per day.
It was explained that the waste processing company plans to conduct trials without processing financing or tipping fees. This is considered very helpful amid the challenges of revoked waste processing financing regulations by the ministry.
While waiting for the trial, DLHP Klungkung is also coordinating with BPKP and seeking legal opinions from the prosecutor’s office. Another option being prepared is to propose the procurement of waste processing equipment through a budget amendment.
“So, once we have the new equipment and can implement tipping fees with third parties, we will be able to process up to 80 tonnes per day. And that will be very safe,” Aswin explained.
He added that several villages are now able to process waste independently. Without that, the mountain of residual waste at the TOSS Centre is estimated to continue increasing.
