R.I.S.E Officially Launched to Accelerate Halal Certification for SMEs
The Reach Independence & Sustainable Entrepreneurship (R.I.S.E) Islamic programme was officially launched at the Oakwood Hotel in Bandung on Tuesday (7 April 2026). This initiative is designed in line with Indonesia’s Sharia Economic and Financial Roadmap (MEKSI) 2025–2030, particularly the pillar of empowering Sharia SMEs as the driving force of an inclusive halal economy.
The programme is the result of a strategic collaboration between KNEKS, Maybank Syariah, MUI Kota Bandung, and Koperasi Syariah Masjid (KOSAMA) MUI Bandung, which began during the MUI Bandung Year-End Bazaar Event held in December 2025.
According to the Single SME Data Information System (SIDT-UMKM) of the Ministry of SMEs, as of the end of 2024, there were approximately 30.18 million SME units registered in the system, contributing more than 60 per cent to the Gross Domestic Product (GDP) and absorbing 117 million workers or 97 per cent of the total workforce. On the other hand, the urgency of this programme is inseparable from the mandate of the Halal Product Guarantee Law (UU JPH).
Based on data from BPJPH, as of 7 April 2026, there were 12,327,394 products with halal certification, with 3,783,440 halal certificates originating from 2,900,282 business actors dominated by micro-enterprises. The government has set a deadline for mandatory halal certification for SMEs in the food and beverage sector on 17–18 October 2026.
The government, through the Halal Product Guarantee Law (UU JPH) and Government Regulation Number 42 of 2024, emphasises the phasing of halal certification obligations for food, beverage, slaughter products, and slaughtering services. Specifically for micro and small business actors, the deadline for mandatory halal certification is set for 17–18 October 2026, particularly for food and beverage products.
In this framework, the R.I.S.E programme not only helps Bandung SMEs to level up but also serves as one of the bridges for local SMEs to become hosts in their own country and to improve in terms of quality and management.
