Quiet Appointment of the Director General of Water Resources at the Ministry of Public Works, Retired Major General Arnold

The appointment of the Director General (Dirjen) of Water Resources (SDA) at the Ministry of Public Works (PU), retired Major General TNI Arnold Aristoteles, has become a focal point of public scrutiny. This stems from the fact that Arnold Aristoteles’s inauguration as a senior Ministry of PU official was conducted in a closed manner, coinciding with a national holiday, or red-letter day, on 1 May 2026. Such a closed oath-taking ceremony is uncommon. For high-ranking echelon I officials, inaugurations are typically held on working days, preceded by announcements before the event, open to the media, and often accompanied by congratulations on official social media accounts. The inauguration of this two-star retired general was carried out following Presidential Decree of the Republic of Indonesia Number: 39/TPA of 2026 concerning Dismissal and Appointment from and to High-Level Middle Leadership Positions within the Ministry of Public Works. Arnold’s inauguration occurred alongside that of Rachman Arief Dienaputra as Staff Advisor for Social, Cultural, and Community Role Affairs, who previously served as Director General of Infrastructure Financing. Arnold Aristoteles replaces Dwi Purwantoro, the previous Dirjen SDA, who announced his resignation in February 2026. Prior to the new Dirjen SDA’s inauguration, speculation had circulated about a TNI member or retired TNI officer filling the echelon I position at the Ministry of PU. However, this rumour was initially denied by the Minister of PU, Dody Hanggodo. This retired high-ranking Army officer is known for his long track record in the military, particularly in military engineering and territorial leadership. The official, full name Arnold Aristoteles Paplapna Ritiauw, was born on 10 March 1969. He is a 1991 graduate of the Military Academy (Akmil) from the Engineering branch, which is closely linked to the elite Kopassus unit. This man from Teon Nila Serua, Central Maluku, progressed through his military career step by step, holding various important positions within the Indonesian Army (TNI AD). Throughout his career, Arnold underwent various military education programmes as part of developing leadership competencies and professionalism within the TNI AD. He participated in Engineering branch education, command education, and parachuting training, which were essential for his assignments. Additionally, Arnold pursued advanced education at the Army Staff and Command School (Seskoad) in 2005, and continued with education at the Indonesian Armed Forces Staff and Command College (Sesko TNI) in 2015.
