The House of Representatives (DPR) has passed the Bill on the International Financial Centre, or Pusat Finansial Internasional Indonesia (PFII), into law. Minister of Investment and Hilirisasi Rosan Roeslani stated that initial capitalisation will be carried out in stages. “Of course, we will have stages. There are stages,” he said when met at the DPR RI building in Jakarta on Tuesday (21/7/2026).

Rosan, who also serves as Chief Executive Officer of BPI Danantara, added that the centre will also incorporate investment treaty instruments. “We will also enter into investment treaties and other matters. So there will definitely be stages,” he noted. An investment treaty is an international agreement between two or more countries designed to protect and promote business investments by citizens or companies of one country in another.

In developing the PFII, the government will benchmark against international standards by engaging experts from leading financial centres such as the Dubai International Financial Centre (DIFC) and Abu Dhabi Global Market (ADGM). “This is to ensure that it truly aligns with proven business practices that have been successful, for example in Dubai,” he said.

The government is considering Bali as the location for Indonesia’s international financial centre. Coordinating Minister for Economic Affairs Airlangga Hartarto previously stated that shifting geopolitics have made Bali an attractive option. He noted that the government is currently preparing the necessary regulations, and that the financial centre’s management will likely come from a non-governmental institution, although the option of BPI Danantara managing it remains open.

Finance Minister Purbaya Yudhi Sadewa confirmed an agreement with the National Economic Council (DEN) under the leadership of Luhut Binsar Panjaitan to establish the centre. He clarified that the project will take the form of a Special Economic Zone (KEK) for the financial services sector, rather than a family office. Citing the Dubai model as the most suitable reference, Purbaya stated that President Prabowo Subianto has given his approval and that Coordinating Minister Airlangga Hartarto will lead the development team.
