Qodari Reveals Electrification Programme Could Triple Community Income
The Head of the Indonesian Government Communication Agency (Bakom), Muhammad Qodari, has provided an update on the implementation and benefits of the electrification programme, which is one of the national priority programmes of the Red and White Cabinet. He revealed that one of the concrete benefits of the programme is its ability to increase household incomes.
Qodari explained that the electrification programme follows the mandate of the Decree of the Minister of Energy and Mineral Resources (ESDM) Number 316.K/TL.03/MEM/L/2025 regarding the Roadmap for the Rural Electricity Programme and New Electricity Connection Assistance (BPBL) for 2025–2029. The programme targets hamlets and/or villages that have not yet fully enjoyed access to electricity, including difficult areas such as mountains and remote islands.
“This electrification programme targets 10,068 locations spread across 8,561 villages, 2,295 districts, 375 regencies/cities, and 36 provinces. As of August 2026, from the total target, electrification has been realised in 1,516 locations, or approximately 15 per cent of the target,” Qodari stated during a press conference regarding updates on priority programmes/Quick Wins and the acceleration of providing decent and affordable housing for Low-Income Communities (MBR) at the Bakom RI Office, Jakarta, on Wednesday (16/9/2026).
Qodari noted that the implementation of the programme is carried out in stages, starting from the identification and verification of locations, technical planning and budget preparation, procurement and construction of electricity infrastructure, to operation and maintenance. The implementation is adjusted to the conditions of each location. For locations that have access to the PLN (state electricity company) network (totaling 5,466 locations), electrification is conducted through network expansion, while for remote locations not yet reached by PLN (totaling 4,612 locations), small-scale power plants based on New and Renewable Energy (EBT) will be constructed.
“The total cost required to supply electricity to these 10,068 locations is estimated to reach Rp 61.65 trillion. All programme financing is planned to be sourced from the State Budget (APBN), which will be allocated gradually from 2025 to 2029,” he added.
